About additional measures for increase in efficiency of project works in key branches of economy

For the purpose of further improvement of quality of the developed investment projects, implementation in design processes of progressive methods of the organization and carrying out the project works based on the best foreign practices:

1. Accept the offer of the Ministry of Economics, Ministry of Finance of the Republic of Uzbekistan, the State committee of the Republic of Uzbekistan on architecture and construction, bodies of economic board of key branches of economy about transformations of the Uzbek state institute of designing in power industry, the oil and gas processing, chemical and heavy industry - Uztyazhneftegazkhimproyekt under the Ministry of Economics of the Republic of Uzbekistan in Republican design institute "Uzinzhiniring" under the Cabinet of Ministers of the Republic of Uzbekistan (further - Institute).

3. Determine the main objectives and activities of Institute:

development of the preproject documentation, including PTEO/PTER and TEO/TER, adaptation of the preproject documentation developed by the foreign project organizations to regulating documents in the field of technical regulation and to standards of the Republic of Uzbekistan;

technical support of projects, carrying out and maintenance together with initiators of tenders of projects of key branches of economy (in the part concerning designing) on the projects regulated in compliance with Regulations on procedure for development, the conducting examination and approval of documentation of investment projects approved by the resolution of the Cabinet of Ministers of the Republic of Uzbekistan of June 7, 2007 No. 110;

consideration and approval of concepts of structural transformations of key branches of economy, the upgrade and technical reconstruction of objects of geology, fuel and energy complex, chemical, petrochemical and metallurgical industry developed by industry departments;

participation in consideration of the investment projects provided for inclusion in state programs of development of the Republic of Uzbekistan in construction and upgrade of the companies of key branches of economy;

implementation in design processes in the Republic of Uzbekistan of progressive methods of the organization of the project works based on the best foreign practices with involvement of the foreign project and engineering organizations;

development of the direction of independent development of project (working) documentation of investment projects, and also adaptations of the project (working) documentation developed by the foreign project organizations for development of the project documentation for projects of key branches of economy;

attraction as subcontractors of domestic and foreign specialized design institutes, and also leading experts for development of the preproject and project documentation of investment projects on the basis of direct civil agreements;

implementation of the deep analysis of the world market of the advanced technologies and the equipment meeting the modern requirements for performance and quality of the made products power - and to resource-saving, and also environmental standards, with delivery exception to the republic unpromising, morally and physically obsolete equipment and technologies;

selection of front lines of high-technology, energy efficient oborudovaniye and technologies when designing;

consideration of the preproject documentation of key branches of economy on Scientific and technical council of Institute;

close interaction with industry scientific and technical and advisory councils of key branches of economy regarding development, examination and approval of project, preproject and working documentation;

forming and permanent updating of the information and analytical database about the modern equipment and technologies, their technical and productive and economic characteristics, level of efficiency and extent of practical approbation issued abroad, and also about the prime foreign manufacturers and suppliers of the high-technology equipment, developers and licensors of technologies for activities profile;

collection and generalization of information on the offers on construction, reconstruction and upgrade of industrial enterprises arriving from foreign investors and the companies and participation in development of offers on implementation of the new investment projects oriented to release of the competitive finished goods demanded in the world and internal markets and industrial semifinished products by conversion of local raw materials;

development of recommendations about extreme parameters of the prices of the equipment, and also costs of the turnkey projects according to the offered technology;

conducting independent technical and economic examination of investment projects by request of the ministries, departments, bodies of economic board in key branches of economy.

determination of the main directions of development of designing in key branches of economy, and also implementation of interaction between specialized highest educational institutions, the companies and design institutes of key branches of economy but to questions of training of highly skilled design engineers.

4. Determine that:

The institute is legal entity in the form of public institution and in the activities is accountable to the Cabinet of Ministers of the Republic of Uzbekistan;

the main structural divisions of Institute are the industry bureaus headed by the chief project engineers (CPE) who are responsible both for project development, and for the organization of technical maintenance in case of its realization before full completion;

completion of bureau GIPOV is performed by highly qualified personnel of specialists taking into account perspective specialization of institute;

5. Grant to the director of Institute the right:

in coordination with the head Kompleksa concerning investments, innovative development, coordination of activities of free economic and small industrial zones, the Cabinet of Ministers of the Republic of Uzbekistan, if necessary, to make changes to the number of personnel and structure of Institute;

attract in addition in required quantity on contractual basis production personnel by necessary specialists according to the signed agreements in development of the preproject and project documentation.

Confer on the director of Institute the personal responsibility for the effective organization of activities of Institute.
