This Law determines legal, economic, organizational and social basis of activities of transport.

Section I General provisions

Article 1. Transport in system of social production

Transport is one of the most important industries of social production and is designed to satisfy the needs of the population and social production for transportations.

Development and enhancement of transport is performed according to the state target programs taking into account its priority and on the basis of achievements of scientific and technical progress and provided with the state.

Article 2. Legislation on transport

The relations connected with activities of transport are regulated by this Law, codes (charters) of separate modes of transport, other acts of the legislation of Ukraine.

The regulations determining conditions of transportations, procedure for use of automobiles, means of communication, the organizations of traffic security, protection of public order, flammability control the health and ecological requirements existing on transport are obligatory for owners of transport and citizens using services of transport and means of communication.

The part three of Article 2 is excluded according to the Law of Ukraine of 20.11.2012 No. 5502-VI

Operation of this Law does not extend to the transport performing technological transportations only in the territory of the companies.

Article 3. The purpose and tasks of public administration in the field of transport

State shall provide managements in the field of transport:

timely, complete and high-quality requirements satisfaction of the population and social production in transportations and needs of defense of Ukraine;

protection of the rights of citizens during their transport servicing;

safe functioning of transport;

respect for necessary rates and proportions of development of national transport system;

protection of economic interests of Ukraine, legitimate interests of the companies and organizations of transport and consumers of transport services;

creation of equal conditions for development of economic activity of the companies of transport;

restriction of monopolism and development of the competition;

coordination of work of different types of transport;

licensing of separate types of activity in the field of transport;

protection of the surrounding environment from harmful effects of transport.

Public administration activities of transport is exercised by carrying out and realization economic (tax, financial and credit, tariff, investment) and social policy, including provision of grants for passenger traffic.

The place and role of transport in social production determines need of its priority development, state support in satisfaction of his needs for vehicles, material and fuel and energy resources.

Article 4. The bodies exercising public administration in the field of transport

Public administration in the field of transport is exercised the central executive body providing forming and realizing state policy in the field of transport, road economy, tourism and infrastructure, local councils of People's Deputies and other bodies which are specially authorized on that according to their competence.

Article 4-1. The speech of services on transport

Language of services on transport in Ukraine is the state language.

Application of languages in the field of transport determines the Law of Ukraine "About ensuring functioning of Ukrainian as state".

Article 5. Relations of the companies of common carrier with authorities and self-government

The relations of the companies of common carrier with central both local executive bodies and local government bodies are under construction on the basis of taxes, tax benefits, the established standard rates and other economic methods according to the current legislation of Ukraine.

Intervention in economic activity of the companies of transport, derivation of their operating personnel for other works by regional authorities and self-government is not allowed, except cases, stipulated by the legislation Ukraine.

Controls transport assist authorities and self-government in accomplishment of the powers by them on social and economic development of transport, together with them perform protection programs of the surrounding environment, develop and hold the approved events for ensuring smooth operation of transport in case of natural disasters, accidents, catastrophic crashes and in case of liquidation of their effects, coordinate the work connected with the prevention of accidents and offenses on transport and also will organize interaction of different types of transport for the purpose of their more effective use, servicing improvement of the quality.
