About approval of Sanitary standards and rules "Sanitary standards and the rules "Requirements to the Organization of Zones of Sanitary Protection of Sources and Centralized Systems of Drinking Water Supply" and recognition No. 1 which voided resolutions of the Chief state health officer of the Republic of Belarus of January 6, 1999

Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards and the rules "Requirements to the Organization of Zones of Sanitary Protection of Sources and Centralized Systems of Drinking Water Supply".

2. Declare invalid the resolution of the Chief state health officer of the Republic of Belarus of January 6, 1999 No. 1 "About enforcement of Health regulations and regulations".

3. This resolution becomes effective in fifteen working days after its signing.

Sanitary standards and rules "Requirements to the Organization of Zones of Sanitary Protection of Sources and Centralized Systems of Drinking Water Supply"

Chapter 1. General provisions

1. These Sanitary standards and rules establish sanitary and epidemiologic requirements to the organization of zones of sanitary protection (further - ZSO) sources of drinking water supply (further - source) and centralized systems of drinking water supply.

Requirements of these Sanitary standards and rules do not extend to not centralized systems of drinking water supply.

2. For the purposes of these Sanitary standards and rules the main terms and their determinations in the values established by the Water code of the Republic of Belarus, the Law of the Republic of Belarus of November 26, 1992 "About environmental protection" are used (Vyarkho¸naga Savet's Vedamasts_ of Respubl_k_ Belarus, 1993, No. 1, Art. 1; The National register of legal acts of the Republic of Belarus, 2002, No. 85, 2/875), the Law of the Republic of Belarus of June 24, 1999 "About drinking water supply" (The national register of legal acts of the Republic of Belarus, 1999, No. 50, 2/46), the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population" (The national register of legal acts of the Republic of Belarus, 2012, No. 8, 2/1892), and also the following terms and their determinations:

the second ZSO belt of sources and centralized systems of drinking water supply - the ZSO belt intended for the prevention of microbic pollution of water of source;

ground waters - underground waters of the free-flow water-bearing horizon, the first from the Earth's surface, receiving food on the area of its distribution;

the first ZSO belt of sources and centralized systems of drinking water supply - the ZSO belt intended for protection of water intake, sites of arrangement of water constructions and conduits against damage, and source - from pollution;

estimated time of promotion of microbic pollution with flow of underground waters to water intake (Тм) - time sufficient for loss by pathogenic and pathogenic microorganisms of viability and virulence;

estimated time of promotion of chemical pollution with flow of underground waters to water intake (Тх) - time during which chemical composition of water of underground source will remain stable during estimated useful life of water intake;

the mode of economic and other activity within ZSO of sources and centralized systems of drinking water supply (further - the mode) - the procedure which is specially established within borders of ZSO belts, provided with set of the actions and rules excluding or limiting economic and other activity for the purpose of preserving permanency of natural composition of water in water intake from underground sources and the maximum decrease in microbic and chemical pollution of water of superficial sources;

the third ZSO belt of sources and centralized systems of drinking water supply - the ZSO belt intended for the prevention of chemical pollution of water of sources.

3. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

4. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.

5. The state sanitary inspection behind observance of requirements of these Sanitary standards and rules is performed according to the procedure, established by the legislation of the Republic of Belarus.

Chapter 2. Requirements to the organization зсо sources and centralized systems of drinking water supply

6. In each of three ZSO belts of sources and centralized systems of drinking water supply, and also within sanitary protection strip of conduits (further - SZP of conduits) according to their appointment the particular treatment shall be set, and also the complex of the actions directed to the prevention of quality degradation of water is determined.

7. Establishment of borders of ZSO belts of sources and centralized systems of drinking water supply, reasons for the mode and complex of actions within each belt shall be performed taking into account:

source type (superficial or underground), the conditions of centralized system of drinking water supply (designed or operating);

degrees of the natural security of underground source from superficial pollution for different hydrogeological conditions estimated according to the hydrogeological methods established by technical regulatory legal acts;

nature of pollution (microbic or chemical);

hydrogeological or hydrological conditions.

8. The decision on possibility of the ZSO organization shall be made at stage of development of the town-planning project, project in case of source selection.

Shall be shown in master plans ZSO of sources and centralized systems of drinking water supply on the scheme of planning restrictions.

In case of source selection for separate object the possibility of the ZSO organization shall be determined at stage of the choice of the parcel of land for construction of projectible water intake.
