About approval of Sanitary standards and the rules "Requirements to the Treatment of Production Wastes and Consumption" and recognition voided some resolutions of the Chief state health officer of the Republic of Belarus

Based on article 13 of the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population", paragraph two of subitem 8.32 of Item 8 of the Regulations on the Ministry of Health of the Republic of Belarus approved by the resolution of Council of Ministers of the Republic of Belarus of October 28, 2011 No. 1446 "About some questions of the Ministry of Health and measures for implementation of the Presidential decree of the Republic of Belarus of August 11, 2011 No. 360" the Ministry of Health of the Republic of Belarus DECIDES:

1. Approve the enclosed Sanitary standards and the rules "Requirements to the Treatment of Production Wastes and Consumption".

2. Recognize invalid:

the resolution of the Chief state health officer of the Republic of Belarus of December 16, 2005 No. 226 "About approval of Health regulations and regulations 2.1.7.12-42-2005 "Hygienic requirements to accumulating, transportation and burial of toxic industrial wastes";

the resolution of the Chief state health officer of the Republic of Belarus of May 29, 2006 No. 68 "About approval of Health regulations and regulations 2.1.7.12-9-2006 "Hygienic requirements to the device and content of grounds for solid municipal waste".

3. This resolution becomes effective in fifteen days after its signing.

Sanitary standards and rules "Requirements to the Treatment of Production Wastes and Consumption"

Chapter 1. General provisions

1. These Sanitary standards and rules establish sanitary and epidemiologic requirements to the treatment of production wastes and consumption (further if other is not established, - waste) regarding their collection, removal, storage, burial, transportation and use.

2. For the purposes of these Sanitary standards and rules the main terms and their determinations in the values established by the Water code of the Republic of Belarus, the Law of the Republic of Belarus of January 7, 2012 "About sanitary and epidemiologic wellbeing of the population" are used (The national register of legal acts of the Republic of Belarus, 2012, No. 8, 2/1892), the Law of the Republic of Belarus of July 20, 2007 "About the address with waste" (The national register of legal acts of the Republic of Belarus, 2007, No. 183, 2/1368).

3. These Sanitary standards and rules do not extend to the activities connected with formation of waste, their separation by types of waste, neutralization, preparation for use and also to infectious waste, waste polluted by radioactive materials including radioactive waste, and also other waste which address is regulated by separate technical regulatory legal acts.

4. These Sanitary standards and rules are obligatory for observance by state bodies, other organizations, physical persons, including individual entrepreneurs.

5. The state sanitary inspection behind respect for these Sanitary standards and rules is performed according to the legislation of the Republic of Belarus.

6. Perpetrators bear responsibility according to legal acts of the Republic of Belarus for violation of these Sanitary standards and rules.

Chapter 2. Requirements to conditions of collection and removal of municipal waste

7. Collection and removal of municipal waste shall conform to requirements of these Sanitary standards and rules, and also the sanitary standards and rules establishing requirements to content of the territories of settlements and the organizations, the organization and work on collection, temporary storage, transportation and preprocessing of secondary material resources.

8. Transportation of municipal waste is made with use of the vehicles providing prevention of harmful effects of the transported waste on the environment, health of citizens and property (further - the vehicle). During transportation and accomplishment of handling works stay of strangers on the vehicle is not allowed.

9. Actions for disinfection, disinsection and deratization of the vehicle shall meet the sanitary standards and rules establishing requirements to procedure for holding disinfection, disinsection and deratization actions.

10. The vehicle for transportation of municipal waste shall be exposed to cleaning at the end of each change. Sink and planned disinfection of this vehicle are carried out as required, but at least two times a month to the period from April to October and once a month during the period from November to March. When carrying out disinfection of the vehicle process wheels, the bottom, body, the collection of waste and the driver's cabin.

11. When using waste as secondary material resources their collection, sorting and preprocessing shall meet the sanitary standards and rules establishing requirements to the organization and work on collection, storage, transportation and preprocessing of secondary material resources.

Chapter 3. Requirements to storage conditions and transportations of production wastes

12. Objects of storage of waste are placed outside the living area and in the isolated territories with ensuring the normative sizes of the sanitary protection zone according to requirements of the legislation of the Republic of Belarus in the field of sanitary and epidemiologic wellbeing of the population.

13. Placement of objects of storage of waste is not allowed:

in the territory of zones of sanitary protection of sources and centralized systems of drinking water supply;

in all zones of recreation of superficial water objects;

in places of exit to surface of jointed breeds;

in places of vyklinivaniye of the water-bearing horizons;

on sites with exit of underground waters to the land surface;

in places of mass rest of the population;

on marshy sites more than 1 m in depth;

in the territories subject to floods.

14. The choice of storage conditions of production wastes is performed depending on degree and class of danger, aggregate state and physical and chemical properties of waste. Production wastes of various names are stored separately if other is not provided by engineering procedure.

15. Degree of danger of production wastes and class of danger of dangerous wastes of production toxicity are determined by dangerous property according to the criteria and methods approved in accordance with the established procedure.
