About measures for further enhancement of system of prevention of offenses and fight against crime

Lack of targeting and complexity of measures for prevention of offenses and fight against crime, and also efficiency of identification and development of measures for elimination of the reasons and conditions promoting making of system offenses do not give the expected results.

Insufficient initiative of authorized bodies, lack of due interdepartmental interaction, inconsistency of implementable actions require radical enhancement of activities in the sphere of prevention of offenses and fight against crime.

For the purpose of creation of efficient system of coordination of activities for prevention of offenses and fight against crime, implementations of modern organization-legal mechanisms of the prevention and suppression of violation of the laws:

1. Recognize work of the state, including law enforcement agencies, public authorities on places in the sphere of prevention of offenses unsatisfactory.

2. Determine performing effective prevention of offenses priority task of the state, including law enforcement agencies, public authorities on places, other state organizations, and also bodies of economic board (further - state bodies and the organizations).

The main activities of state bodies and organizations in this sphere to consider:

providing guarantees of reliable protection of the rights, freedoms and legitimate interests of citizens, including by establishing direct and open dialogue with the population, active participation in activities of National receptions of the President of the Republic of Uzbekistan, non-admission of the facts of bureaucracy and the indifferent relation to addresses and problems of citizens;

strengthening of public control, development social and public-private partnership, establishing direct interaction with self-government institutions of citizens and other institutes of civil society;

active interaction with mass media, wide use of opportunities of the world information Internet in questions of bringing to the population of essence and value of the held preventive events, data on condition of legality and crime rate, operational informing the general public on committed offenses and measures for their suppression;

implementation of specific criteria for evaluation of efficiency of prevention of the offenses considering including dynamics, frequency of making of offenses, public opinion, degree of satisfaction of citizens with results of scheduled maintenance and level of interaction with the population;

ensuring targeting, industry specialization, accounting of territorial and other features in case of development and implementation of interdepartmental programs for prevention of offenses;

increase in efficiency of measures for the solution of social problems, first of all to employment of the population, activization of involvement of women and youth in socially useful activities, the organization of substantial leisure of minors;

implementation of complex scientific and applied researches of problems of prevention of offenses, implementation of modern methodologies of conducting scheduled maintenance;

development of system of measures for rendering legal, public, psychological, medical, pedagogical and other assistance by the victim from offenses and to persons with the antisocial behavior inclined to making of offenses or them made;

enhancement of mechanisms of involvement of citizens and public organizations to prevention of offenses, including by their material and other stimulation.

3. Accept the offer of the Prosecutor General's Office, Ministry of Internal Affairs, Service of homeland security and the Ministry of Justice of the Republic of Uzbekistan about:

creation of the Republican interdepartmental commission on prevention of offenses and fight against crime;

creation of permanent interdepartmental operational investigative groups at the Prosecutor General's Office of the Republic of Uzbekistan, prosecutor's offices of the Republic of Karakalpakstan, areas and the city of Tashkent from among the experienced staff of bodies of prosecutor's office, internal affairs and Service of homeland security of the Republic of Uzbekistan.

5. Determine every Thursday weeks in "The afternoon of prevention of offenses", having paid special attention on implementation this day of the following events:

realization of the system measures directed to forming of culture of intolerance to offenses, eradication of legal nihilism and promoting of law-abiding behavior of citizens including by the organization of "Open Days" in strong points of law-enforcement bodies, law enforcement and other state bodies and the organizations;

the organization of exit acceptances of citizens, meetings of representatives of state bodies and the organizations with the population on places for comprehensive discussion of condition of legality and efficiency of measures for prevention of offenses, first of all in places with adverse criminogenic situation;

carrying out field judicial sessions on socially significant legal proceedings;

implementation of podvorovy bypass, including for the purpose of studying of social and economic living conditions of the population, identification and elimination of the circumstances promoting making of offenses;

hearing of information of heads of state bodies and organizations on the taken measures for prevention of offenses and fight against crime;

discussion on special TV, broadcasts with participation of representatives of state bodies and organizations, the crime condition public on places, the reasons and conditions of making of offenses, results of work on disclosure of crimes and accountability of perpetrators;

the organization of publications in mass media, including on the world information Internet, Articles, comments and other materials concerning prevention of offenses and fight against crime.
