About approval of the Instruction for classification of inventories of fields, perspective and forecast resources of oil and natural hydrocarbon gas

(as amended on on October 30, 2009)

In pursuance of the order of the Prime Minister of the Republic of Kazakhstan of March 20, 2004 to No. 77-r "About measures for enhancement of bylaws", I ORDER:

1. Approve the enclosed Instruction for classification of inventories of fields, perspective and forecast resources of oil and natural hydrocarbon gas.

2. Declare invalid the order of the Minister of Energy and Natural Resources of the Republic of Kazakhstan of August 13, 1997 No. 99 "About approval of Classification of inventories of fields, perspective and forecast resources of oil and natural hydrocarbon gas", it is registered in the Register of state registration of regulatory legal acts for No. 463.

3. To impose control of execution of this order on the Chairman of Committee of geology and subsurface use Uzhkenov B. S.

4. This order becomes effective from the date of its official publication.

Instruction for classification of inventories of fields, perspective and forecast resources of oil and natural hydrocarbon gas

1. General provisions

1. This Instruction establishes single requirements to classification of inventories and resources of oil, natural hydrocarbon gas (the free gas, gas of gas headings and gas dissolved in oil) and condensate, their state accounting in subsoil on degree of study and development.

2. The basic concepts used in the Instruction:

1) condensate - natural mix of generally easy hydrocarbon compounds which are in gas in dissolved condition under certain thermobaric conditions and passing into liquid phase in case of pressure decrease is lower than condensation pressure;

2) deposit - any natural accumulation of oil or gas in the natural reservoir formed by breed collector under tire of low permeable breeds;

3) inventories - the amount of oil, condensate, gas and the passing components containing in them in the revealed, reconnoitered and developed deposits given to standard (0,1 of MPa and 20 °C) to conditions;

4) resources - amount of oil, condensate, gas and the passing components containing in them for date of assessment of the expected deposits which are not opened with drilling on the established fields or on the squares prepared for drilling and also in litologo-stratigrafichesky complexes with the proved or expected oil-and-gas content within large geostructural elements;

5) coefficients of oil recovery, gas and condensate - the sizes showing what part of inventories or resources can be taken from subsoil in case of the optimum mode of development of deposits to limit of economic profitability using the advanced approved technologies and technology of production;

6) the developed fields (deposits) - fields on which oil extraction, gas and condensate on the designed system of development is performed;

7) the fields prepared for mining (deposit) which study provides creation of the technological scheme of mining of oil or the project of trial operation of the gas field;

8) the reconnoitered fields (deposits) - fields on which explorative drilling, test or trial operation of the separate prospecting or advancing operational wells for the purpose of preparation of fields for development is conducted. If necessary on the reconnoitered field trial works and detailed seismic researches can be conducted;

9) the preserved fields (deposits) - fields on which prospecting works or development, and also the reconnoitered fields which development during certain period of time is economically inexpedient are temporarily stopped.

3. The instruction provides differentiation of inventories and resources of oil, gas and condensate on groups, categories, on size, complexity of structure and extent of development of fields at development of hydrocarbonic raw material and passing components.

4. Inventories and resources of oil, gas, condensate and passing components are counted estimated) and considered in the state balance of minerals by results of exploration works and development of fields. Inventory data of fields and resources of oil, gas and condensate are used in case of development of schemes of development and placement of industries of economy, designing of production, transportation and conversion of hydrocarbonic raw material, planning of exploration works.

5. In case of determination of inventories of fields inventories of oil, gas, condensate and the components containing in them (ethane, propane, butane, sulfur, helium, metals) which feasibility of extraction is proved by technological and technical and economic calculations are subject to obligatory calculation and accounting. Calculation and stock accounting of oil, gas, condensate and the components containing in them, are made on each deposit separately and to the field in general, on their availability in subsoil without losses in case of development of fields.

6. Inventories and resources of oil, gas, condensate and passing components are subject to state examination.

State examination is carried out at any stage of geological studying of the territory and fields for objective assessment of quantity and quality of inventories and resources of oil, gas and condensate, their economic value, mining, hydrogeological and ecological conditions of their production.

In case of change in result of the exploration works which are in addition carried out on the field or according to development initial geological and (or) recoverable oil reserves or gas of categories A+B+C1 more than for 20% repeated calculation and its state examination is made.

Recalculation of inventories and their state examination are made also in case of changes in idea of distribution of the inventories in productive section influencing development of inventories and the performed system of mining (deposit).

2. Groups of inventories and resources of oil, gas and condensate

7. The inventories and resources of oil, gas and condensate which are in subsoil are called geological.

8. In geological inventories of the revealed fields and resources of perspective and forecast objects two groups are allocated: profitable (taken) and unprofitable.

Inventories and resources which extraction is economically reasonable when using of the modern approved technologies and the equipment with observance of requirements for protection of subsoil and the environment belong to the profitable (taken) inventories. This part of geological inventories and resources is determined by coefficients of oil recovery, gas and condensate.

Inventories and resources which extraction is economically inexpedient now belong to unprofitable inventories.
