About approval of the Method of calculation of the retail turnover and indexes of physical amount of the retail turnover

Based on the Regulations on National Statistical Committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of August 26, 2008 No. 445 "About some questions of bodies of the state statistics" the National Statistical Committee of the Republic of Belarus DECIDES:

1. Approve the enclosed Method of calculation of the retail turnover and indexes of physical amount of the retail turnover and to enact it since calculation of the retail turnover and indexes of physical amount of the retail turnover for January, 2017.

2. Recognize invalid:

the resolution of National Statistical Committee the Republic of Belarus of December 1, 2014 No. 215 "About approval of the Method of calculation of the retail turnover and indexes of physical amount of the retail turnover" (The national legal Internet portal of the Republic of Belarus, 04.12. 2014, 7/2990);

the resolution of National Statistical Committee the Republic of Belarus of March 17, 2016 No. 10 "About modification and amendments in the Method of calculation of the retail turnover and indexes of physical amount of the retail turnover" (The national legal Internet portal of the Republic of Belarus, 19.03. 2016, 7/3402).

3. This resolution becomes effective since February 1, 2017.

Method of calculation of the retail turnover and indexes of physical amount of the retail turnover

Chapter 1. General provisions

1. This Technique establishes procedure of payments bodies of the state statistics of the retail turnover and indexes of physical amount of the retail turnover.

2. Calculation of the retail turnover is perfromed on the republic, areas and the city of Minsk, areas, the cities of regional subordination monthly in month and the accruing result since the beginning of accounting year, annually for accounting year.

Indexes of physical amount of the retail turnover are calculated on the territory (the republic, areas and the city of Minsk, areas, the cities of regional subordination) monthly for the accounting period by the basic period and annually for accounting year to basis year.

3. The retail turnover and indexes of physical amount of the retail turnover are calculated:

on the republic, areas and the city of Minsk - National Statistical Committee of the Republic of Belarus (further - Belstat);

on areas, areas, the cities of regional subordination - the head statistical offices of areas;

on the city of Minsk - the Head statistical office of the city of Minsk.

4. For the purposes of this Technique the following terms and their determinations are used:

the accounting period (year) - the period (year) for which comparison is made;

the basic period (year) - the period (year) accepted for base of comparison;

current prices - the prices of the accounting period (year);

stable prices - the prices of the basic period (year);

the retail turnover - the cost of the goods realized to the population for the personal, family, home and other similar use which is not connected with business activity;

the consolidated index of consumer prices of goods - the relative statistics characterizing change in time of cost of the fixed consumer set of goods acquired by the population for non-productive consumption;

index of physical amount of the retail turnover - the relative statistics of dynamics expressed as a percentage, characterizing change of the retail turnover in time provided that the prices in the accounting period did not change in comparison with the basic period.

5. Information basis for calculation of the retail turnover are:

5.1. primary statistical data in the following forms of the state statistical observations:

12 bidding (goods turnover) "The report on the retail turnover and inventories of goods, goods turnover of public catering" (further - form 12 the bidding (goods turnover));

4 bidding (markets) "The report on number of trade places in the markets, in shopping centers" (further - form 4 the bidding (markets));

6 bidding (notebook) "Notebook of registration of amounts of retail sale of goods by individual entrepreneurs and physical persons in the markets, in shopping centers (further - form 6 the bidding (notebook));

1 bidding (retail) "The report on retail trade" (further - form 1 the bidding (retail));

1-skh Anketa o deyatelnosti krestyanskogo (fermerskogo) hozyaystva (peasant farm) (further - form 1-cx (peasant farm));

5.2. official statistical information:

in form 1 bidding (retail);

in form 1-cx (peasant farm);

selective state statistical observation of amounts of retail sale of goods by individual entrepreneurs and physical persons in the markets, in shopping centers;

selective inspection of households on level of living;

5.3. administrative data:

The Ministries of Taxes and Tax Collection of the Republic of Belarus about proceeds from sales of goods the individual entrepreneurs performing retail trade (further – administrative data of the Ministry of Taxes and Tax Collection);

The ministries of anti-monopoly regulation and trade of the Republic of Belarus about the number of the retail shopping facilities belonging to individual entrepreneurs (further – administrative data MARCH).

6. The retail turnover consists of the retail turnover of the organizations of trade and the retail turnover of individual entrepreneurs and physical persons.

7. The retail turnover of the organizations of trade consists from:

the retail turnover of the organizations performing retail trade and being respondents of the state statistical observations in forms 12 the bidding (goods turnover) and 1 bidding (retail) (further - the retail turnover of the organizations);

the retail turnover of the peasant farms performing retail trade and being respondents of the state statistical observation in form 1-cx (peasant farm) (further - the retail turnover of peasant farms).

8. The retail turnover of the organizations of trade shares on:

the retail turnover of the organizations of trade for foodstuff, drinks and tobacco products (further - food products);

retail turnover of the organizations of trade for nonfoods.

9. The retail turnover of individual entrepreneurs and physical persons consists from:

the retail turnover of the individual entrepreneurs performing retail trade out of the markets, shopping centers (further - the retail turnover of individual entrepreneurs out of the markets, shopping centers);
