These rules of cargo reception, empty goods wagons to transportation by railway transport (further - Rules) are developed according to articles 3 and 12 of the Federal Law of January 10, 2003 No. 18-FZ "The charter of rail transport of the Russian Federation" (further - the Charter) and regulate procedure for acceptance to transportation by railway transport of loads, and also the empty goods wagons which are not belonging to carrier (further - empty cars), on places of general and uncommon use of railway stations (further - stations), open for cargo operations.
These rules are applied to cargo reception, empty cars to transportation both in interstate, and in the international message if other is not established by international treaties of the Russian Federation.
2. Transportation of separate types of loads, empty cars by rail is performed using other rules of carriages of goods and empty goods wagons by rail (further - rules of transportations by railway transport).
3. The list of authorized persons of carrier to which duties cargo reception or empty cars to transportation and document creation on station of origin belongs is established by carrier.
4. Carriages of goods are drawn up car (including the national teams), container (including assembly and group), small, group, route sendings, and transportations of empty cars - car, group, route sendings.
According to article 25 of the Charter each shipment is drawn up by the separate transport rail waybill (further - delivery note).
4.1. Car sending the load shown to transportation on one superimposed which transportation requires provision of the separate car, and also shown to transportation on one superimposed empty car is considered.
4.2. Container sending the load shown to transportation on one superimposed which transportation requires provision of individual container, and also shown to transportation on one superimposed empty container is considered.
4.3. The load shown to transportation on one superimposed which transportation does not require provision of the separate car or container is considered small sending.
4.4. The load shown to transportation on one superimposed which transportation requires provision more than one car, but less route sending, and also the group of empty cars shown to transportation on one delivery note is considered group sending.
Two and more containers shown to transportation on one delivery note which transportation requires provision more than one car are considered as group container sending.
4.5. The load shown to transportation as a part of consignor route or empty goods wagons which are drawn up by one delivery note on all route or its kernel is considered route sending.
5. Can be transported by the following methods:
5.1. Consignor routes (the train of the established weight or length created on railway track of uncommon use or under the contract with carrier and/or the owner of infrastructure of rail transport public on railway tracks of general use, at the station with the compulsory provision of release along the line at least one technical the station from the conversion of such train provided by the plan of forming of freight trains). <1>
