About approval of the Import procedure of biological control organisms for carrying out scientific research or biological control and harmful organisms which are delivered for the research purposes

According to article 35 of the Law of Ukraine "About quarantine of plants" the Cabinet of Ministers of Ukraine decides:

1. Approve the Import procedure of biological control organisms for carrying out scientific research or biological control and harmful organisms which are delivered for the research purposes which is applied.

2. This resolution becomes effective from the date of its publication.

Import procedure of biological control organisms for carrying out scientific research or biological control and harmful organisms which are delivered for the research purposes

1. This Procedure determines the procedure of import to Ukraine of biological control organisms for carrying out scientific research or biological control and harmful organisms which are delivered for the research purposes.

2. In this Procedure terms are used in the value given in the Law of Ukraine "About quarantine of plants".

3. Import biological control organisms for carrying out scientific research or biological control and harmful organisms which are delivered for the research purposes shall be followed by originals of phytosanitary certificates.

4. For the purpose of import of biological control organism for carrying out scientific research or biological control and harmful organism which is delivered for the research purposes person in 30 working days prior to import submits to Ukraine to Gosprodpotrebsluzhbe the letter of appeal in which are specified:

full name and location of the exporter;

full name and location of the importer;

the importer's code according to EGRPOU;

name of the exporting country;

place of origin and production site;

Item of quarantine of plants which acts at the check point on frontier of Ukraine through which import will be performed;

transportation method;

description of packaging;

scientific name, information on systematic provision of biological control organism or harmful organisms;

reasonable information on quantity of samples of biological control organism or harmful organisms, sufficient for carrying out scientific research or biological control;

purpose, term, place and address of carrying out scientific research or biological control;

the measures directed to localization and/or liquidation of biological control organism or harmful organism in case of their unexpected distribution;

surname and initials of person responsible for import;

information about specialists who conduct scientific research or biological control, level of their scientific and technical qualification;

information on the available security system in rooms where scientific research is conducted;

contact information;

date of the address.

5. For import of biological control organism person in addition represents data relatively:

biology of development of biological control organism, its interaction with the environment, availability of natural enemies and hyperparasites;

plants owners of biological control organism (in the presence);

regulated harmful organism concerning which biological control, its distribution in the world, development biology, interaction with the environment is carried out;

benefits of the specified biological control organism to implementation of biological control of regulated harmful organism.

6. For import of harmful organisms person in addition represents data on biology of its development, possible ways of distribution, injuriousness and interaction with the environment.

7. About results of consideration of the letter of appeal of Gosprodpotrebsluzhba within 20 working days notifies person in writing.

8. The Gosprodpotrebsluzhba records import and use of biological control organisms.
