About approval of the Regulations on the Unified State Register of Rights of the requirement of personal estate

In pursuance of article 21-1 of the Law the Kyrgyz of the Republic "About pledge", according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides:

1. Approve Regulations on the Unified State Register of Rights of the requirement of personal estate (further - the Provision) according to appendix.

2. To the Ministry of Justice of the Kyrgyz Republic in accordance with the established procedure to take the measures directed to realization of regulations of the above-stated Provision.

3. This resolution becomes effective from the date of official publication.

4. To impose control of execution of this resolution on department of examination and legal support of Government office of the Kyrgyz Republic.

Appendix

Regulations on the Unified State Register of Rights of the requirement of personal estate

1. The regulations on the Unified State Register of Rights of the requirement of personal estate determine the purposes and tasks of the Unified State Register of Rights of the requirement of personal estate (further - EGRPTNDI).

2. EGRPTNDI - the single electronic database of the registered rights of requirements for obligation fulfillment (under the agreement) concerning personal estate.

3. EGRPTNDI is the single official source of information in the Kyrgyz Republic on the registered rights to claim on obligation fulfillment (under the agreement) concerning personal estate.

Information in EGRPTNDI shall have backup copy of storage, out of the building - the location of authorized state body.

Technical support and development of the automated information system intended for forming of the single electronic database of rights to claim on obligation fulfillment (under the agreement) personal estate (further - system of the database), is performed by the database manager.

9. The database manager provides:

- administration and maintenance of servers of system of the database;

- operability of program technical means of system of the database and backup;

- management of accounting data of users of system of the database;

- functioning of system of the database in safe information space;

- failure handling in system, identification of the reasons of such failures;

- consultation and technical support of all categories of users of system of the database.

10. The database manager establishes and accepts, adequate measures on observance of requirements of information security from unauthorized access and modification of system the database for the purpose of ensuring safety and integrity of data.

11. The database uses the protocol of safe connection using asymmetric cryptography for authentication of keys of exchange, symmetric enciphering for preserving confidentiality, authentication codes for integrity of messages (SSL certificate).
