About approval of the Concept of scientific and innovative development of the Kyrgyz Republic for the period till 2022
For the purpose of implementation of the Law of the Kyrgyz Republic "About innovative activities" of November 26, 1999 128, of the National sustainability strategy of the Kyrgyz Republic for 2013-2017 approved by the Presidential decree of the Kyrgyz Republic of January 21, 2013 No. 11, of enhancement of scientific and innovative activities according to articles 10 and 17 of the constitutional Law of the Kyrgyz Republic "About the Government of the Kyrgyz Republic" the Government of the Kyrgyz Republic decides No.:
1. Approve the Concept of scientific and innovative development of the Kyrgyz Republic for the period till 2022 according to appendix.
2. To public service of intellectual property and innovations under the Government of the Kyrgyz Republic together with the Ministry of Education and Science of the Kyrgyz Republic in six-months time, from the moment of approval of the Concept of scientific and innovative development of the Kyrgyz Republic for the period till 2022 to develop and introduce to Government office of the Kyrgyz Republic the draft of the Actions plan on its realization.
3. To impose control of execution of this resolution on department of education, culture and sport of Government office of the Kyrgyz Republic.
4. This resolution becomes effective after fifteen days from the date of official publication.

The concept of scientific and innovative development of the Kyrgyz Republic for the period till 2022 (further - the Concept) represents perspective vision of national innovative system (further - NIS) the Kyrgyz Republic and determines the principles, bases and the priority directions of development of the country.
The concept is developed on the basis of the National sustainability strategy of the Kyrgyz Republic for 2013-2017 (further - NSUR). The concept is designed to answer the challenges facing Kyrgyzstan in the field of innovative development by building of accurate system of the purposes, priorities and tools of the state innovative policy.
Feature of transition to innovative type of development of economy of Kyrgyzstan consists that there is strengthening of the competition between the companies and the countries on world and the national markets that determines the main objectives and tendencies which need to be considered in case of development of measures of state policy. The main tendencies at the present stage of development of innovative economy determine the following factors:
- the competition for high-quality human capital as the highly skilled personnel provide dissemination of knowledge;
- the role of information technologies in the course of dissemination of knowledge becomes more and more significant for the further growth of innovative activity, processes of dissemination of knowledge went beyond separate economies;
- globalization forces the companies to compete at more and more high levels of technologies and at the same time stimulates processes of specialization and localization of innovations.
The concept recognizes that in the existing conditions of the high competition economies of those countries which timely took measures for rearmament of production and development of new technologies, providing due to this release of competitive products with the smallest costs will successfully develop.
In the Concept development priorities, the principles of forming and mechanisms of realization of innovative progress of the country to the medium term taking into account the developing tendencies in world scientific and technical development and the available intellectual and scientific and technical potential are formulated.
In the Concept the purpose and tasks are designated, the potential and target reference points of NIS, and also the main directions of innovative development and forming of the innovative oriented economy for the period till 2022 are determined.
The concept regulates the sequence of realization of the purposes, tasks and stages on upgrade and reforming of NIS, activation on this basis of innovative activities in the country in the conditions of combination of efforts of the state, private business and institutes of civil society in the medium term.
The concept can form basis for development of the state program of innovative development of national economy for the medium and long-term outlook. It is aimed at providing development of economy due to borrowing of new technologies, gradual increase in role of domestic science and technology in innovative processes, activation of innovative activities taking into account features of economy of the republic, enhancement of public-private partnership, and also mechanisms of their realization. It, eventually, shall provide development of national intellectual and innovative capacity, increase efficiency and competitiveness of the country.
In this Concept the following determinations are used:
The state innovative policy - the part of social and economic policy of the state representing set of the purposes, the principles, mechanisms and the general line of actions realized by the Government of the Kyrgyz Republic on behalf of the state in the field of innovative activities.
The National Innovative System (NIS) - set of the organizations of private and public sector which in interaction with each other within legal and informal standards of behavior provide and conduct innovative activities on the scale of the state. These organizations are effective in all spheres connected with innovative process: in researches and developments, education, production, sale and servicing of innovations, financing of this process and its legal legal support.
Innovative potential - set of different types of resources, including the material, financial, intellectual, scientific and technical and other resources necessary for implementation of innovative activities.
The innovative sphere - the sphere of activity of producers and consumers of innovative products (works, services) including creation and distribution of innovations.
Innovative infrastructure - complex of the interconnected structures servicing and providing realization of innovative activities.
The innovation-active companies - the companies performing development and deployment of new or advanced products, engineering procedures or other types of innovative activities.
Transfer of technologies - transfer of scientific and technical knowledge and experience for rendering scientific and technical services, applications of engineering procedures, production.
The transfer - means "transfer, transfer", and the technology in this context is understood as results of research and developmental works, and also innovative products.
