About measures for further enhancement of activities of educational institutions of secondary vocational, professional education

For the purpose of cardinal improvement of quality and efficiency of educational process in the academic lyceums, concentration in the academic lyceums of the most gifted graduates of comprehensive schools, further expansion of conditions for requirements satisfaction of graduates of comprehensive schools in acquisition of the chosen professions and specialties:

1. Accept the offers of the Ministry of Economics, the Ministry of Finance, the Ministry of the higher and secondary vocational education, the Ministry of Culture, the Ministry of Health of the Republic of Uzbekistan, the Center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan providing implementation of measures for optimization of number of the academic lyceums functioning in the republic, radical improvement of quality of educational process in the academic lyceums, in particular:

abolition of four academic lyceums with rather low level of material and educational and pedagogical base according to appendix No. 1 with the termination of admittance of students on the 1st rates of the abolished academic lyceums since 2017/2018 academic years;

step-by-step transformation of 54 academic lyceums with the lowest indicators of activities in professional colleges according to appendix No. 2;

completion in accordance with the established procedure training of school enrollment of 2nd and 3rd rates of the transformed academic lyceums in the existing training programs and conditions of training in buildings of the transformed academic lyceums;

the program of measures for further increase in efficiency of educational process and increase in indicators of arrival of graduates of the academic lyceums in the highest educational institutions according to appendix No. 3.

2. Consider along with earlier assigned major tasks and activities of the academic lyceums:

selection of the most gifted pupils of comprehensive schools, further development of their mental abilities and target profound preparation for continuation of training in the highest educational institutions;

creation of the educational circle promoting disclosure and the activation of creative potential of pupils creating and developing skills of independent activities in the course of knowledge acquisition taking into account individual talents and features, and also capabilities of each pupil;

implementation of modern forms of the organization and permanent updating of content of educational process taking into account experience of the advanced domestic and foreign educational institutions.

3. Determine that:

upon completion of training pupils of 2nd and 3rd rates of the transformed academic lyceums hand over final state assessment and gain diplomas of the graduate of the academic lyceum of the state sample in nearby academic lyceums with the similar directions of training;

the numerical structure of educational groups in the academic lyceums is created in number of no more than 26 pupils;

practical, laboratory and seminar training in the academic lyceums (in the directions of education) is given in objects of profound studying in the subgroups created by division of groups into two subgroups;

employees engagement to pedagogical activities in the academic lyceums is performed on competitive basis from among persons having the higher education and uninterrupted length of service of pedagogical work at least 5 years;

offers on candidates for participation in tender for substitution of vacant positions of directors of the academic lyceums are introduced in the Republican commission on matching, appointment and certification of the managerial personnel of governing bodies of system of secondary vocational, professional education by rectors of the highest educational institutions to whom the academic lyceums are attached;

from 2017/2018 academic years providing pupils of the academic lyceums and vocational schools with the textbooks in general education objects intended for organizations of general secondary education is performed according to the procedure, established by acts of the legislation, at the expense of current assets of off-budget Republican trust book fund under the Ministry of national education of the Republic of Uzbekistan and means of the Government budget;

the separate specialties which are not requiring special profound preparation according to the list according to appendix No. 4 are appropriated to graduates of the academic lyceums.

4. To the center of secondary vocational, professional education of the Ministry of the higher and secondary vocational education of the Republic of Uzbekistan together with the interested ministries and departments, executive bodies on places:

in a month to develop and approve procedure for assignment of specialties to graduates of the academic lyceums, and also sample of the certificate of the state sample on assignment of specialty to graduates of the academic lyceums;

in two-month time to develop and approve regulations on procedure for employment of teachers in the academic lyceums on competitive basis, and also about procedure for providing pupils of the academic lyceums with textbooks;

in three-months time taking into account the accumulated positive experience critically to process and approve in accordance with the established procedure curricula and programs of the academic lyceums, having provided redistribution of hours in objects of profound studying with increase in their quantity on 3rd training course;

provide the high-quality organization of teaching and educational process in the transformed organizations of secondary vocational, professional education, taking into account redistribution of school enrollment, completion by their highly qualified teaching personnel, equipment with the necessary educational laboratory equipment, the computer equipment, educational regulating documents, educational and methodical literature according to the directions of training.

5. To the ministry of the higher and secondary vocational education of the Republic of Uzbekistan, the interested ministries and departments having the highest educational institutions in maintaining to render on system basis the full methodical and practical assistance to the attached academic lyceums in improvement of quality of educational and educational process, and also in advanced training of teachers of the academic lyceums.

6. Grant to management of the highest educational institutions the right to acquire for the attached academic lyceums by extrabudgetary funds of the highest educational institutions (except receipts for training at paid and contractual basis) the educational laboratory equipment, consumable materials, computer and other office equipment, textbooks and education guidances.
