About approval of the Regulations on hydrometeorological providing the Armed Forces of Ukraine in peace time

According to requirements of article 16 of the Law of Ukraine "About hydrometeorological activities" and for the purpose of settlement of hydrometeorological providing the Armed Forces of Ukraine with the hydrometeorological companies, organizations and organizations of Public service of Ukraine for emergency situations in peace time we ORDER:

1. Approve Regulations on hydrometeorological providing the Armed Forces of Ukraine in peace time which is applied.

2. This order becomes effective from the date of its official publication.

Regulations on hydrometeorological providing the Armed Forces of Ukraine in peace time

I. General provisions

1. This Provision determines the organization of hydrometeorological providing the Armed Forces of Ukraine, its content, procedure and interaction of the Armed Forces of Ukraine with the hydrometeorological companies, organizations and the organizations of Public service of Ukraine for emergency situations (further GSChS of Ukraine) in peace time.

2. This Provision is developed according to requirements of article 16 of the Law of Ukraine "About hydrometeorological activities".

II. Organization of hydrometeorological providing

1. Hydrometeorological providing the Armed Forces of Ukraine will be organized and coordinated by Hydrometeorological service of the Armed Forces of Ukraine.

2. Direct hydrometeorological providing the Armed Forces of Ukraine is performed by the Hydrometeorological center of the Armed Forces of Ukraine, hydrometeorological (meteorological) services (divisions) of types of the Armed Forces of Ukraine and operational commands.

3. In peace time are involved in hydrometeorological providing the Armed Forces of Ukraine the Ukrainian GSChS hydrometeorological center of Ukraine (further - the Ukrainian hydrometeorological center), the Central geophysical observatory, the Hydrometeorological center of the Black and Azov seas, the Dnipropetrovsk, Lviv, Kharkiv regional centers for hydrometeorology, Vinnytsia, Volynsk, Donetsk, Zhytomyr, Transcarpathian, Zaporizhia, Ivano-Frankivsk, Kirovohrad, Luhansk, Nikolaev, Poltava, Rivne, Sumy, the Ternopil, Kherson, Khmelnytskyi, Cherkassk, Chernivtsi, Chernihiv regional centers for hydrometeorology, the Danube hydrometeorological observatory subordinated to the Ukrainian hydrometeorological center, the state company "Ukrainian Aviation Meteorological Center" and the Ukrainian hydrometeorological institute the managements of GSChS of Ukraine relating to the sphere (further - the hydrometeorological companies, organizations and the GSChS organizations of Ukraine).

4. Coordination of activities of the hydrometeorological companies, organizations and GSChS organizations of Ukraine for hydrometeorological providing the Armed Forces of Ukraine exercises Control of hydrometeorology of GSChS of Ukraine.

5. Hydrometeorological providing the Armed Forces of Ukraine in peace time is performed according to the plan of hydrometeorological providing the Armed Forces of Ukraine with the hydrometeorological companies, organizations and GSChS organizations of Ukraine (further - the Plan) in the form given in appendix to this Provision.

The draft of the Plan is developed in hydrometeorological the center of the Armed Forces of Ukraine in duplicate, approved with the Ukrainian hydrometeorological center and signed by the chief of Head department of operational providing the Armed Forces of Ukraine and the director of the Ukrainian hydrometeorological center.

The plan is developed for the five-year period no later than October 1 of the year preceding planning period.

The plan affirms the vice-chairman of GSChS of Ukraine and the deputy chief of the General Staff of the Armed Forces of Ukraine. One copy of the Plan remains in the hydrometeorological center of the Armed Forces of Ukraine, another - in the Ukrainian hydrometeorological center.

Changes are made to the existing Plans under approval between the hydrometeorological center of the Armed Forces of Ukraine and the Ukrainian hydrometeorological center and affirm according to the above-stated procedure.

6. The hydrometeorological center of the Armed Forces of Ukraine sends excerpts from the Plan to hydrometeorological (meteorological) services (divisions) of types of the Armed Forces of Ukraine and operational commands in the part concerning them.

The Ukrainian hydrometeorological center brings excerpts from the Plan to the hydrometeorological companies, organizations and the GSChS organizations of Ukraine which are involved in hydrometeorological providing the Armed Forces of Ukraine.

III. Content of hydrometeorological providing

1. For the organization of hydrometeorological providing the Armed Forces of Ukraine such hydrometeorological information is provided:

data of meteorological, hydrological, aerological, aviameteorological, sea hydrometeorological observations, the meteorological radar stations located in the territory of Ukraine and other countries, meteorological companions;

storm notifications about the dangerous and spontaneous hydrometeorological phenomena;

the data on distribution of volcanic ash and radiological emergency situations received on global system of telecommunications of the World Meteorological Organization;

meteorological, hydrological, sea hydrological forecasts for the territory of Ukraine and Azovo-Chernomorsky pool;

warnings of the dangerous and spontaneous hydrometeorological phenomena in the territory of Ukraine and in the Azovo-Chernomorsky pool;

actual and prognostic weather maps and the baric topography;

score cards of fire risk (the actual and prognostic data on 1 - 3 days) during the warm period of year;

synoptic consultations, references (on demand);

data on hydroweather conditions in the territory of Ukraine in the form of the generalized reviews, maps and so forth;

data on condition of high and extremely high pollution of atmospheric air and surface water of sushi.

2. The Ukrainian hydrometeorological center in case of modification of the existing leading and regulating documents in the field of hydrometeorology, and also on request of Hydrometeorological center of the Armed Forces of Ukraine provides the relevant documents.
