1. Approve enclosed:

1) the Standard form of the contract on service in police;

2) the Procedure for the conclusion of the contract on service in police.

2. To department of forming of policy for authorities under control to the Minister and monitoring of the Ministry of Internal Affairs (Bodnar V. E.) provide in accordance with the established procedure provision of this order on state registration in the Ministry of Justice of Ukraine.

3. This order becomes effective from the date of its official publication.

4. I reserve control of execution of this order.

Procedure for the conclusion of the contract on service in police

1. The contract on service in police (further - the Contract) - the written agreement signed between the citizen of Ukraine and the state on behalf of which the National police of Ukraine acts (further - the Parties) for determination of legal relations between the Parties during service.

2. This Procedure determines the procedure of the conclusion of the contract with faces of younger structure of police which are for the first time employed in police, with deputy managers of territorial authorities of police in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, areas, the cities, areas in the cities, the interregional territorial authorities, research establishments, higher educational institutions with specific conditions of training performing training of police officers (further - bodies, institutions, organizations), and heads of structural divisions of the specified bodies, organizations, with deputy managers of police and heads of territorial authorities of police in the Autonomous Republic of Crimea, areas, the cities of Kiev and Sevastopol, research establishments, rectors (heads) of the higher educational institutions with specific conditions of training performing training of police officers and the heads equated to them, with the head of police.

3. The contract is signed in the Standard form of the contract on service in police in duplicate, having identical legal force, signed by person who arrives on service in police and/or is appointed to the corresponding position in police, continues service under the contract, and is sealed by the official who is granted the right to the conclusion of the contract official relevant organ, institution, organization of police and remains at each of the Parties.

The copy of the contract which remains in body (division), institution, organization of police joins materials for forming of the personal record of person who is employed in police, the personal record of the police officer who continues service in police.

4. The contract is the basis for the publication of the order on acceptance of person on service in polices and/or appointments it to the corresponding position.

The order is issued no later than day of entry into force of the Contract.

5. The right to the conclusion of the contract is granted to the officials determined by article 63 of the Law of Ukraine "About National police".

The Minister of Internal Affairs of Ukraine signs the Contract:

with the head of police based on the order of the Cabinet of Ministers of Ukraine about position assignment on representation of the Prime Minister of Ukraine according to proposals of the Minister of Internal Affairs of Ukraine;

with the deputy manager of police on idea of the head of police of position assignment.

The head of police signs the Contract with persons who according to the law and other regulatory legal acts are appointed to positions by its orders, except persons, the right to contract signature with whom is granted to the Minister of Internal Affairs of Ukraine. The conclusion of Contracts the head of police with heads of territorial authorities of police, with heads and deputy managers of structural divisions of the office of the central governing body of police is performed in the presence of approval of the Minister of Internal Affairs of Ukraine about appointment of person to the corresponding position.

6. Obligations of the Parties in the contract are specified taking into account provisions of the Law of Ukraine "About National police" and other acts of the legislation.

In the contract with the head of police, heads of territorial authorities (divisions) of police it is noted obligation to provide growth of level of credibility of the population to police that according to article 11 of the Law of Ukraine "About National police" is the main criterion for evaluation of efficiency of activities of bodies and divisions of police.

7. The contract is signed for the term determined by article 63 of the Law of Ukraine "About National police".

The duration of the contract is estimated for years. Operation of the contract expires in the corresponding month and number of the last year of term.

8. The contract becomes effective from the date of signing by the Parties if other is not provided by terms of the contract.

9. The termination of service in police on the bases, the stipulated in Article 77 Laws of Ukraine "About National police", is the basis for the termination of the contract.
