About approval of the Regulations on the National maritime carrier

1. Approve the enclosed Regulations on the National maritime carrier.

2. To provide to committee of transport of the Ministry for Investments and Development of the Republic of Kazakhstan:

1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) within ten calendar days from the date of state registration of this order the direction it the copy in printing and electronic view on the Kazakh and Russian languages in the Republican state company on the right of economic maintaining "The republican center of legal information" for official publication and inclusion in Reference control bank of regulatory legal acts of the Republic of Kazakhstan;

3) within ten calendar days after state registration of this order the direction it the copy on official publication in periodic printed publicity materials;

4) placement of this order on Internet resource of the Ministry for Investments and Development of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry for Investments and Development of the Republic of Kazakhstan of data on execution of actions, according to subitems 1), 2), 3) and 4) this Item.

3. To impose control of execution of this order on the supervising vice-minister of investments and development of the Republic of Kazakhstan.

4. This order becomes effective after ten calendar days after day of its first official publication.

Regulations on the National maritime carrier

Chapter 1. General provisions

1. This Regulations on the National maritime carrier (further – the Provision) are developed according to Item 3 of article 4-1 of the Law of the Republic of Kazakhstan of January 17, 2002 "About merchant shipping".

2. The national maritime carrier in the activities is guided by the Constitution of the Republic of Kazakhstan of August 30, 1995, the Law of the Republic of Kazakhstan of January 17, 2002 "About merchant shipping" and other regulatory legal acts of the Republic of Kazakhstan, international treaties ratified by the Republic of Kazakhstan, and also this Provision.

Chapter 2. Tasks and functions of the National maritime carrier

3. The main objective of the National maritime carrier is development of the trade fleet.

4. For accomplishment of the assigned tasks the National maritime carrier performs the following functions:

1) renders services in public conveyance, baggage, mailings and loads, including humanitarian aid, particular loads;

2) makes offers on forming of the state order on personnel training for the naval fleet;

3) takes part in implementation of international treaties in the field of merchant shipping.

Chapter 3. Organization of activities

5. The national sea carrier will organize the activities according to this Provision.

6. Reorganization and liquidation of the National maritime carrier are performed according to the civil legislation of the Republic of Kazakhstan.
