1. Approve the Procedure for consideration of addresses and the organization of personal reception of citizens in the Ministry of Justice of Ukraine, its territorial authorities, the companies, organizations and the organizations which belong to the sphere of its management which is applied.

2. To department of communication, document flow and control (Belashov N. V.):

1) to bring this order to the attention of structural divisions of the office of the Ministry and its territorial authorities, the companies, organizations and the organizations relating to the sphere of its management;

2) to submit this order on state registration according to the Presidential decree of Ukraine of October 3, 1992 to No. 493 "About state registration of regulatory legal acts of the ministries and other executive bodies" (with changes).

3. Declare invalid the order of the Ministry of Justice of Ukraine of March 18, 2004 No. 26/5 "About approval of the Instruction about procedure for consideration of addresses and personal reception of citizens in the Ministry of Justice of Ukraine, in organizations and the organizations which belong to the sphere of its management", registered in the Ministry of Justice of Ukraine on March 18, 2004 for No. 342/8941.

4. To management of external relations (A.K. Reuters) provide promulgation of this order on the official site of the Ministry of Justice of Ukraine.

5. This order becomes effective from the date of its official publication.

Procedure for consideration of addresses and the organization of personal reception of citizens in the Ministry of Justice of Ukraine, its territorial authorities, the companies, organizations and the organizations which belong to the sphere of its management

I. General provisions

1. This Procedure determines: the procedure of consideration of addresses of citizens, requests for receipt of public information if the subject of the relations in the field of access - requesting information is physical person or public association without the status of the legal entity (further - requests for receipt of public information); control of adherence to deadlines of their consideration; main requirements to the organization and carrying out personal reception of citizens; the general principles of record keeping according to addresses of citizens and requests for receipt of public information in the Ministry of Justice of Ukraine, its territorial authorities, the companies, organizations and the organizations which belong to the sphere of its management (further - bodies and organizations of justice).

2. This Procedure No. 109 "About first-priority measures concerning ensuring realization and guaranteeing constitutional right on appeals to public authorities and local government bodies", to the resolution of the Cabinet of Ministers of Ukraine of April 14, 1997 No. 348 "About approval of the Instruction on clerical work according to addresses of citizens in public authorities and local self-government, associations of citizens, at the companies, in organizations, the organizations irrespective of patterns of ownership, in mass media", of September 24, 2008 No. 858 "About approval of the Qualifier of addresses of citizens" and of June 24, 2009 No. 630 "About approval of the Technique of estimation of level of the organization of work with addresses of citizens in executive bodies" is developed according to article 40 of the Constitution of Ukraine, the Laws of Ukraine "About addresses of citizens", "About access to public information", to the Presidential decree of Ukraine of February 7, 2008, others to regulatory legal acts concerning addresses of citizens.

3. Consideration of addresses of citizens, requests for receipt of public information and carrying out personal reception of citizens in the Ministry of Justice of Ukraine, bodies and organizations of justice is component of the mechanism of realization of the rights of citizens to entering into public authorities of suggestions for improvement of their activities, to exposure of shortcomings of work and appeal of actions of officials of the Ministry of Justice of Ukraine, bodies and organizations of justice.

4. Realization of the powers of the Ministry of Justice of Ukraine determined by the legislation provides qualified, impartial, objective and timely consideration of addresses of citizens and requests for receipt of public information for the purpose of the operational solution of the questions raised in them, satisfaction of legal requirements of citizens, recovery of the violated constitutional rights and prevention further of similar violations.
