About approval of the Procedure for use of the means provided in the government budget for ensuring some categories of persons with disability with sanatorium permits and modification of the Procedures approved by resolutions of the Cabinet of Ministers of Ukraine of February 22, 2006 No. 187 and of March 31, 2015 No. 200

According to part seven of Article 20 of the Budget code of Ukraine the Cabinet of Ministers of Ukraine decides:

1. Ceased to be valid according to the Resolution of the Cabinet of Ministers of Ukraine of 04.02.2023 No. 120

2. Bring in the Procedure for ensuring some categories of citizens with sanatorium permits with structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, district, district in, executive bodies of city councils approved by the resolution of the Cabinet of Ministers of Ukraine of February 22, 2006 No. 187 (The Official Bulletin of Ukraine, 2006, No. 8, Art. 444; 2008, No. 51, Art. 1693; 2011, No. 20, Art. 829; 2012, No. 3, Art. 89, No. 7, Art. 249, No. 91, Art. 3681; 2013, No. 96, Art. 3552; 2014, No. 70, Art. 1959; 2015, No. 55, Art. 1795; 2016, No. 20, the Art. 790), and the Procedure for use of the means provided in the government budget on providing injured participants of anti-terrorist operation with sanatorium treatment, No. 200 approved by the resolution of the Cabinet of Ministers of Ukraine of March 31, 2015 (The Official Bulletin of Ukraine, 2015, No. 31, Art. 895; 2016, No. 65, the Art. 2200), changes which are applied.

Changes which are made to the Procedures approved by resolutions of the Cabinet of Ministers of Ukraine of February 22, 2006 No. 187 and of March 31, 2015 No. 200

1. According to the procedure of ensuring some categories of citizens with sanatorium permits with structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, district, district in, executive bodies of city councils approved by the resolution of the Cabinet of Ministers of Ukraine of February 22, 2006 No. 187:

1) in Item 2:

third to state the paragraph in the following edition:

"Veterans of war, persons on whom operation of the Laws of Ukraine "Expatiates on the status of veterans of war, guarantee of their social protection" and "On the victims of Nazi prosecutions", at the expense of means of local budgets;";

word in paragraph five "permits in which are acquired at the expense of means of the government budget" shall be replaced with words "free permits in which they are provided";

2) in Item 5:

in the second offer of the word of "medical institution" shall be replaced with words "healthcare institutions";

add Item with the paragraph of the following content:

"After the termination of effective period of the specified medical certificate, but at least once in three years, the new medical certificate is submitted. In case of non-presentation of such reference person who is more than three years on accounting for providing with the sanatorium permit is struck off the register.";

3) in Item 10:

"11. Permits without treatment provide persons accompanying only those disabled people of the I group which by expert inspection in bodies of medikosotsialny examination of the central executive body providing forming of state policy in health sector establishes disability (except for disabled people with consequences of injuries and diseases of backbone and spinal cord which are provided with permits in sanatoria (departments) of spinal profile with treatment for a period of 35 days).

The specified compensation is performed by structural divisions concerning social protection of the population Kiev and Sevastopol of the state administrations, district, district in, executive bodies of city councils by non-cash money transfer to sanatorium organizations for the provided services according to the signed agreements in providing with the permit by compensation of its cost (further - the agreement) and acts of the rendered services in the amount of the established ceiling price of the permit (koyko-day) (if the cost of the permit is lower than limiting - in the amount of no more actual cost of the permit).

The ceiling price of the permit (koyko-day) is determined annually by Minsotspolitiki by the offer of Social Security Fund of disabled people and in coordination with the Ministry of Finance.
