1. Approve the enclosed Rules of provision from the federal budget of subsidies of State Atomic Energy Corporation "Rosatom" for accomplishment of the state powers assigned to it.

2. Recognize invalid:

the order of the Government of the Russian Federation of November 7, 2008 No. 817 "About approval of Rules of provision from the federal budget of subsidies of State Atomic Energy Corporation "Rosatom" for accomplishment of the state powers assigned to it in the established field of activity" (The Russian Federation Code, 2008, No. 46, the Art. 5340);

Rules of provision from the federal budget of subsidies of State Atomic Energy Corporation "Rosatom" for accomplishment of the state powers assigned to it

1. These rules establish the purposes, procedure and conditions of provision from the federal budget of subsidies of State Atomic Energy Corporation "Rosatom" (further - Corporation) on accomplishment of the state powers assigned to it (further - subsidies).

2. Subsidies are provided according to summary budget list of the federal budget within budgetary appropriations and limits of the budget obligations approved in accordance with the established procedure to the Ministry of Finance of the Russian Federation on the purposes specified in Item 1 of these rules.

3. Efficiency of implementation of actions for the purpose of which realization subsidies are provided to Corporation is determined by extent of accomplishment of the state powers and functions in the established field of activity.

4. The subsidy is provided based on the agreement on provision of subsidy signed between the Ministry of Finance of the Russian Federation and Corporation (further - the agreement), providing:

a) purpose of subsidy and it I will eat around;

b) terms and conditions of provision of subsidy;

c) procedure for provision of the report on use of subsidy;

d) procedure for return of subsidy or its part in case of establishment of the facts of violation of conditions, purposes and procedure for provision of subsidy;

e) will lock convertings in foreign currency of the means received from the federal budget, except for the transactions performed according to the foreign exchange legislation of the Russian Federation when purchasing (delivery) of the high-technology import equipment, raw materials and components;

e) the obligation of the Ministry of Finance of the Russian Federation and authorized bodies of the state financial control to perform observance of the purposes, conditions and procedure which are established by these rules.

5. The corporation represents to the Ministry of Finance of the Russian Federation no later than 10 working days of the first month of the quarter following reporting quarter, data on use of subsidy with the explanatory note in the form established by the agreement.

6. The corporation no later than February 15 of the year following after accounting year submits in the Ministry of Finance of the Russian Federation the report on implementation of expenses of Corporation which source of financial provision is the subsidy, with the explanatory note, and also the report on achievement by Corporation of the performance indicators specified in Item 3 of these rules on the form established by the agreement.

7. The corporation bears responsibility for reliability of the documents (data) submitted to the Ministry of Finance of the Russian Federation and observance of conditions and provisions of subsidies are more whole.

8. In case of establishment following the results of the inspections which are carried out by the Ministry of Finance of the Russian Federation and (or) authorized bodies of the state financial control, the facts of violation of conditions, purposes and procedure for provision of the subsidies determined by the agreement and these rules, subsidies are subject to return to the federal budget in the amount equal to cash amount, used not for purpose, or in full - in case of violation of procedure and conditions of provision of subsidies within 30 working days from the moment of representation by regulatory authorities of the instruction (idea) of return of budgetary funds.

9. Transfer of subsidies is performed in accordance with the established procedure on the personal account of Corporation for accounting of transactions with means of the legal entities who are not participants of the budget process opened in territorial authority of the Federal Treasury.

10. Transactions on write-off of the means reflected in the personal account specified in Item 9 of these rules are performed according to the procedure for authorization established by the Ministry of Finance of the Russian Federation.

11. The corporation notifies the Ministry of Finance of the Russian Federation on change of the payment details intended for transfer of subsidies within 5 working days from the date of their change by the direction in writing of the notice.

12. Information on the sizes and terms of transfer of subsidies is considered by the Ministry of Finance of the Russian Federation when forming the forecast of cash payments from the federal budget necessary for creation in accordance with the established procedure of the cash plan of execution of the federal budget.

13. Control of observance by Corporation of conditions, the purposes and procedure for provision of subsidies is performed by the Ministry of Finance of the Russian Federation, federal executive body performing functions on control and supervision in the financial and budget sphere and also audit committee of Corporation.
