2. Approve enclosed:

for office use;

changes which are made to acts of the Government of the Russian Federation.

3. Determine that:

a) The Russian Government Office performs coordination carried out by the Ministry of digital development, communication and mass communications of the Russian Federation of works on ensuring technical functioning of single system, and also function of the coordinator of single system of forming of information resource and development of single system;

b) The ministry of digital development, communication and mass communications of the Russian Federation is authorized body on ensuring technical functioning of single system and performs functions of the operator of single system.

4. Determine that:

a) The Russian Government Office within implementation of the subitem "an" of Item 3 of this resolution has the right to attract in accordance with the legislation of the Russian Federation the organization (organizations) to performance of works (rendering services) for the purpose of implementation of methodical and consulting user support, information filling, forming, maintaining and updating of qualifiers and reference books of single system;

b) the realization of the subitem "b" of Item 3 of this resolution is enabled within the established extreme number of workers, and also budgetary appropriations provided to the Ministry of digital development, communication and mass communications of the Russian Federation in the federal budget for the corresponding year and planning period on implementation of the state program of the Russian Federation "Information society (2011 - 2020)";

c) federal state bodies, offices of courts of the Russian Federation, public authorities of subjects of the Russian Federation and local government bodies perform forming of information resource of single system, its use in personnel work, and also providing the employees connected to single system with means of the authorized access to single system, including digital signature facilities, within the established extreme number of workers, and also budgetary appropriations provided to these bodies in the federal budget, budgets of subjects of the Russian Federation and the local budget for the corresponding year and planning period on management and management in the sphere of the established functions.

5. To the Ministry of Telecom and Mass Communications of the Russian Federation to put single system into operation in a month.

6. In 2-month time to submit to the Ministry of Telecom and Mass Communications of the Russian Federation the draft of regulations of work of single system for consideration of working group on use and development of information and communication technologies on the public civil service under Government commission on use of information technologies for improvement of quality of life and conditions of conducting business activity and to approve it after approval by the specified working group.

7. Determine that:

a) the single system is basic state information resource concerning information on personnel structure of state bodies, including data on the vacant positions of public service which are available in offices of courts and state bodies according to article 14 of the Federal law "About Ensuring Access to Information on Activity of the Courts in the Russian Federation" and article 13 of the Federal law "About Ensuring Access to Information on Activities of State Bodies and Local Government Bodies" respectively;

b) federal state information system in the field of public service on which official site on the Internet information on staffing of offices of courts, state bodies and local government bodies specified in article 14 of the Federal law "About Ensuring Access to Information on Activity of the Courts in the Russian Federation" and article 13 of the Federal law "About Ensuring Access to Information on Activities of State Bodies and Local Government Bodies" respectively is posted is the single system;

d) the state information system in the field of public service with which use submission of documents in electronic form for participation in tenders on replacement of vacant position of the public civil service of the Russian Federation and inclusion in personnel reserve of federal state body according to Item 8.1 of the Regulations on tender on replacement of vacant position of the public civil service of the Russian Federation approved by the Presidential decree of the Russian Federation of February 1, 2005 No. 112 "About tender on replacement of vacant position of the public civil service of the Russian Federation" is performed and Item 26 of the Regulations on personnel reserve of the federal state body approved by the Presidential decree of the Russian Federation of March 1, 2017 No. 96 "About approval of the Regulations on personnel reserve of federal state body", respectively is the single system;
