Rules of provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on assistance to achievement of target indicators of regional development programs of agro-industrial complex

1. These rules establish conditions, the purposes and procedure for provision and distribution of subsidies from the federal budget to budgets of subjects of the Russian Federation on assistance to achievement of target indicators of regional development programs of agro-industrial complex (further respectively - target indicators of regional programs, subsidies).

The purposes and tasks of regional programs shall provide achievement of indicators (indicators) of the State program of development of agricultural industry and regulation of the markets of the agricultural products, raw materials and food for 2013 - 2020 approved by the order of the Government of the Russian Federation of July 14, 2012 No. 717 "About the State program of development of agricultural industry and regulation of the markets of agricultural products, raw materials and food for 2013 - 2020".

2. The concepts used in these rules mean the following:

"small farms" - peasant farms, including individual entrepreneurs, agricultural consumer cooperatives and personal subsidiary farms;

"the beginning farmer" - the citizen of the Russian Federation who is the head of the peasant farm registered in the rural territory of the subject of the Russian Federation whose duration of activities does not exceed 24 months from the date of its registration;

"development of material and technical resources" - the actions directed to implementation of new technologies and creation of high-productive workplaces, construction, reconstruction, upgrade or acquisition of material and technical resources of agricultural consumer cooperatives including:

on construction, reconstruction or upgrade of production facilities on procurement, storage, side job, conversion, sorting, slaughter, primary conversion, chilling of milk, meat of farm animals, birds, fish and objects of aquaculture, potatoes, mushrooms, vegetables, fruits and berries, including wild-growing, and preparation for realization of agricultural products and products of its conversion;

on acquisition and installation of equipment and technicians for the production facilities intended for procurement, storage, side job, conversion, sorting, slaughter, primary conversion of chilling of milk, meat of farm animals, bird, fish and objects of aquaculture, potatoes, mushrooms, vegetables, fruits and berries including wild-growing, preparation for realization, loadings, the unloading of agricultural products and products of its conversion, equipment of laboratories of production supervision of quality and the safety which is turned out (made and processed) products and conducting the state veterinary and sanitary examination (acquisition of the equipment for the laboratory analysis of quality of agricultural products). "the regional program" - the state program of development of agro-industrial complex of the subject of the Russian Federation approved by subject of the Russian Federation in accordance with the established procedure and (or) the municipal development program of agro-industrial complex;

"family livestock farm" - the peasant farm registered in the rural territory of the subject of the Russian Federation, based on personal participation of Chapter and the members of economy consisting in relationship (at least 2, including Chapter), and jointly performing activities for cultivation and content of farm animals and bird which duration of activities exceeds 24 months from registration date;
