1. Approve the enclosed Regulations on representation in the federal executive body (its territorial authorities) authorized by the Government of the Russian Federation on implementation of the state cadastral registration, state registration of the rights, maintaining the Single state real estate register and provision of the data containing in the Single state real estate register, federal executive bodies, public authorities of subjects of the Russian Federation and local government bodies of the additional data reproduced on public cadastral maps.

Realization of the powers provided by this resolution is performed by the corresponding federal executive bodies within the established number of staff and the salary fund of workers, and also budgetary appropriations provided to these federal executive bodies by the Federal Law on the federal budget for the corresponding financial year and planning period on management and management in the sphere of the established functions.

1. This Provision establishes procedure for submission of additional data which are reproduced on public cadastral maps (further - additional data), in the federal executive body (its territorial authorities) authorized by the Government of the Russian Federation on implementation of the state cadastral registration, state registration of the rights, maintaining the Single state real estate register and provision of the data containing in the Single state real estate register (further - body of registration of the rights), federal executive bodies, public authorities of subjects of the Russian Federation and local government bodies (further - authorized bodies).

2. For reproduction on public cadastral maps by authorized bodies represent to body of registration of the rights the following additional data:

a) the data containing in the decision on approval of the scheme of arrangement of the parcel of land or the parcels of land on the cadastral plan of the territory and the scheme of arrangement of the parcel of land or the parcels of land on the cadastral plan of the territory (further - the scheme of arrangement of the parcel of land);

b) data on the parcels of land according to which the decision on holding the auction selling the parcel of land which is in the state-owned or municipal property or auction on right to contract of lease of the parcel of land which is in the state-owned or municipal property is made (further - auction);

c) data on the parcels of land, free from the third party rights on which there are no capital construction projects;

d) red lines;

3. For reproduction on public cadastral maps the additional information is provided in the form of electronic documents with use of single system of interdepartmental electronic interaction and the regional systems of interdepartmental electronic interaction connected to it.

4. In the absence of technical capability of use of single system of interdepartmental electronic interaction and regional systems of interdepartmental electronic interaction connected to it additional data can be represented to body of registration of the rights with use of the Internet (further - the Internet) by means of the official site of body of registration of the rights on the Internet or on electronic media at the choice of authorized body.

5. Additional data are presented in body of registration of the rights in the form of the files created with use of schemes for forming of documents in the XML format, providing reading and control of the data containing in them (further - the XML scheme). XML schemes are posted on the official site of body of registration of the rights on the Internet.

Additional data shall be protected from access for persons who are not participating in their preparation, processing and obtaining and are certified by the strengthened qualified digital signature of the authorized body which provided additional data.

Before placement on the official site of body of registration of the rights the electronic images of the relevant paper documents signed by the strengthened qualified digital signature of persons who according to regulatory legal acts of the Russian Federation are authorized to certify copies of such paper documents are represented to the Internet of XML schemes in body of registration of the rights. The requirements to electronic images of documents approved by body of registration of the rights are posted on the official site of body of registration of the rights on the Internet.

6. Creation of XML schemes is performed according to the technical requirements to interaction of information systems in single system of interdepartmental electronic interaction approved by the Ministry of digital development, communication and mass communications of the Russian Federation according to the order of the Government of the Russian Federation of September 8, 2010 No. 697 "About single system of interdepartmental electronic interaction".
