1. Approve the enclosed Requirements to registration of objects in the state register of hazardous production facilities and to maintaining the state register of hazardous production facilities (further - Requirements).

2. Recognize invalid:

the order of Federal Service for Environmental, Technological and Nuclear Supervision of April 7, 2011 No. 168 "About approval of requirements to maintaining the state register of hazardous production facilities regarding assignment of names to hazardous production facilities for the purposes of registration in the state register of hazardous production facilities" (registration No. 21545 is registered by the Ministry of Justice of the Russian Federation on August 3, 2011; Bulletin of regulations of federal executive bodies, 2011, No. 37);

the order of Federal Service for Environmental, Technological and Nuclear Supervision of November 16, 2011 No. 641 "About modification of the requirements to maintaining the state register of hazardous production facilities regarding assignment of names to hazardous production facilities for the purposes of registration in the state register of hazardous production facilities approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of April 7, 2011 No. 168" (registration No. 22806 is registered by the Ministry of Justice of the Russian Federation on December 29, 2011; Bulletin of regulations of federal executive bodies", 2012, No. 9);

I. General provisions

1. 2. These Requirements establish order of registration of objects in the state register of hazardous production facilities (further - the state register).

3. These Requirements are obligatory for accomplishment by all legal entities regardless of their forms of business and individual entrepreneurs who perform operation of hazardous production facilities on the property right or other legal cause (further - the operating organization).

These Requirements are obligatory for execution by Federal Service for Environmental, Technological and Nuclear Supervision, and also the federal executive bodies specified in Item 3 of Rules of registration of objects in the state register of the hazardous production facilities approved by the order of the Government of the Russian Federation of November 24, 1998 No. 1371 (further - federal executive bodies, Rules of registration respectively), and State Atomic Energy Corporation "Rosatom" (further - ROSATOM State Corporation), performing registration of subordinated hazardous production facilities in the state register and maintaining separate departmental Sections of the state register regarding subordinated objects.

4. The state register representing the single systematized database including departmental Sections according to Item 8 of Rules of registration contains data on hazardous production facilities and the operating organizations, and also data on the excluded hazardous production facilities from the state register and archive.

Maintaining the state register and its territorial Sections performs Rostekhnadzor.

Departmental Sections of the state register are kept by federal executive bodies and ROSATOM State Corporation which are in accordance with the established procedure granted the right of registration of subordinated hazardous production facilities.

5. Registration of hazardous production facilities in the state register is performed for the purpose of their accounting and assignment of danger class by it.

II. General requirements to identification of hazardous production facilities

6. Reference of objects to hazardous production facilities is performed by the operating organization based on carrying out their identification according to these Requirements.

7. When implementing identification by the operating organization all signs of danger on object shall be revealed, their quantity and quality characteristics are considered, and also all engineering procedures and the used technical devices having danger signs performed on object, allowing to refer such object to category of hazardous production facilities are considered.

When implementing identification on subjects to use of atomic energy of the platform of placement of productions, engineering procedures and the equipment which requirements of safe operation are established by federal regulations and rules of use of atomic energy are not considered and as hazardous production facility are not identified if the legislation of the Russian Federation does not establish other.

8. When carrying out identification the operating organization performs the analysis:

the project documentation (documentation) of object, taking into account the made changes (in case of their availability);

reasons for safety of hazardous production facility (if such reasons are developed);

declarations of industrial safety (in case of its development);

production schedules;

master plan of arrangement of buildings and constructions;

data on the applied technologies of the main and auxiliary productions;

specifications of equipment in place;

documentation on the technical devices used on object;

the dangerous substances this about quantity which at the same time are or can be on object.

9. Based on the data obtained during identification of object, and also the carried-out analysis specified in Item 8 of these Requirements, the operating organization generalizes the data characterizing hazardous production facility.

10. When carrying out identification it is considered that the company or its workshops, sites, platforms, and also other production facilities specified in appendix 1 to the Federal Law "About Industrial Safety of Hazardous Production Facilities" treat hazardous production facilities.

11. By results of identification the operating organization appropriates to hazardous production facility the name (personalized code of object) according to appendix No. 1 to these Requirements taking into account the features of identification established by these Requirements.

Assignment of the name to hazardous production facility is performed according to the danger sign which is the most full characterizing the activities performed on object.

Reduction in compliance of names of the registered hazardous production facilities before entry into force of these Requirements is performed in case of the first modification of the data containing in the state register of hazardous production facilities.
