The State Parties of this agreement which are hereinafter referred to as with the Parties

being guided by the purposes and the principles of the Collective Security Treaty Organization (further - the Organization),

including the sphere of preparation of military personnel one of the most important factors of ensuring effective interaction of armed forces, other troops and military forming of the Parties and development of the allied relations between them,

aiming at ensuring the level of training of military personnel of the Parties meeting the requirements facing multilateral forces and means of system of collective security

agreed as follows:

Article 1

The stated below terms used in this agreement mean:

"military educational institution" - educational institutions of the higher, secondary and additional professional education and military units in which preparation of military personnel of the Parties is performed;

"sending party" - the state member of the Organization directing the military personnel for preparation in military educational institutions of other Parties;

"host party" - the state member of the Organization accepting the military personnel of other Parties for their preparation in the military educational institutions;

"the transferring Party" - the state member of the Organization transferring to other Party methodologies, educational literature and elements of educational material resources.

Article 2

The parties aim at forming and development of single system of preparation of military personnel for armed forces, other troops and military forming of state members of the Organization for the approved specialties and training programs.

Article 3

Preparation of military personnel is performed based on contracts by the single curricula and programs developed for the military personnel of the host party taking into account the being armed sending party of arms and military equipment, features of battlefields and organizational and regular structure, and also the restrictions connected with providing the mode of privacy, safety of office information of limited distribution and the classified information of the host party:

a) together with the military personnel of the host party;

b) separately, at special faculties (in departments, groups) military educational institutions.

The joint or separate preparation providing transfer of the data constituting the classified information of the host party is possible on condition of accomplishment by Agreement parties about mutual ensuring safety of the classified information within the Collective Security Treaty Organization of June 18, 2004.

Preparation of military personnel and methodical ensuring educational process are performed in Russian.

Accommodation of the military personnel of the sending party will be organized on conditions and according to the procedure, established by the host party.

Article 4

Preparation is performed:

military personnel on the specialties established by the state educational standard - in educational institutions of professional education;

scientific and pedagogical and scientific personnel - in educational institutions of postgraduate professional education;

development, production, operation, fighting application, repair, upgrade specialists and servicing of arms and military equipment - in military units, and also when carrying out practical training (doctrines and firing practice), including by means of sending of specialists of one Party to military units of other Party.

Article 5

Preparation of military personnel is performed on paid basis or on the quotas established by the host party on preferential or non-paid basis.

By preparation on preferential basis expenses for training are charged to the host party, for content - at the expense of the sending party.

By preparation on a grant basis expenses for training and content are charged to the host party.

Financial and other types of ensuring preparation of military personnel are performed on the basis of contracts.

Article 6

The sending party submits requests for training to the host party and to the Integrated headquarters of the Organization till January 15 of year of the beginning of training.

Host parties till May 15 of year of the beginning of training through the Integrated headquarters of the Organization inform state members of the Organization on the number of the military personnel accepted on training, including on quotas of preferential and non-paid preparation, with indication of military educational institutions, specialties of training and the number of the provided places on each specialty.

Host parties as required specify recommendations (requirement) for candidate screen of training.

Article 7

Candidate screen for training and their medical examination is carried out by the sending party, proceeding from acceptance conditions to military educational institutions and recommendations of the host party.

Candidates for training together with the military personnel of the host party are enlisted in military educational institutions by results of the admission examinations held, if necessary, with participation of representatives of the host party in the territory of the sending party. At the same time all expenses connected with sending of representatives of the host party are charged to the sending party.

The candidates who are not meeting the requirements of the host party to training together with the military personnel of the host party can go as agreed by the parties for training at special faculties (in departments, groups).

The procedure for training at special faculties (in departments, groups) is determined by contracts.

The candidates recognized by results of the physical examination and testing held by the host party, unsuitable to training in specific military specialty as agreed by the parties can go to other military educational institutions, to other specialties or be recalled to the order of the sending party.

If necessary, as agreed by the parties, for the military personnel of the sending party, training courses for additional studying of Russian and general education disciplines can be organized.

Article 8

Military personnel of the sending party during training can be involved in execution of garrison, guard and internal duty in limits, admissible by the legislation of the host party.

Article 9

The military personnel is granted the right to continue training and to graduate from military educational institutions of the Parties in which they arrived to the signature of this agreement, on the terms of earlier signed contracts.

Article 10

The parties on mutual basis recognize equivalence of documents of the host party on the termination of military educational institutions and award of academic degrees.
