The governments of the State Parties of this agreement (further - the Parties),
recognizing the right of each person on environment, favorable for life, and ecological safety, on receipt of the objective information about condition of the surrounding environment,
proceeding from need of use of reliable and operational ecological information by environmental agencies and governing bodies, public and other organizations,
for the purpose of assessment of impact of natural and technogenic factors on the surrounding environment, natural resources and health of the person, adoption of relevant decisions and preventive measures,
attaching special significance to the forecast of condition of the surrounding environment, role of ecological education and education of the population,
being guided by provisions of the Agreement on interaction in the field of ecology and protection of the surrounding environment of February 8, 1992 and the Concept of forming of information space of the Commonwealth of Independent States of October 18, 1996,
agreed as follows:
Information cooperation is performed in the following directions:
ensuring information and methodical activities in the field of exchange and mass distribution of ecological information;
creation of databank about the condition of the surrounding environment, dangerous and other objects connected with environmental management about scientific and technical developments in the field of ecology and conservation;
information support of activities of governing bodies, departments, companies and other organizations of the State Parties of this agreement;
exchange of information about cross-border transfers of pollutants, and also about possible cross-border impact of the planned activities;
assistance to ecological education and education of the population;
cooperation and exchange of information with the international environmental organizations.
The list of the directions of joint activities can be specified further according to the offer of the Parties.
The parties create the interstate ekologo-information system (IEIS) based on the existing means of the communications and the operating structures having ecological information.
The parties assign to Interstate ecological council (further - Council) the coordinating role in forming of MEIS.
The main objectives solved by the Parties with use of MEIS are:
operational distribution and exchange of ecological information;
notification and provision of information on emergency ecological situations, accidents, catastrophic crashes, movements of dangerous wastes;
exchange of information about animal species and the plants included in Red Lists of the State Parties of the Commonwealth;
preparation and distribution of annual reports on condition of the surrounding environment and nature protection activities in the territories of the State Parties of the Commonwealth;
informing on research and development works, scientific and technical and innovative programs, advanced environmentally friendly and safe technologies;
creation and maintaining electronic library in the field of nature protection activities;
information support of actions for harmonization of nature protection legal acts of the State Parties of the Commonwealth;
assistance to investment attraction for the purpose of implementation of ecological projects.
Interaction between national environmental information services is performed on the basis of separate arrangements.
The parties undertake measures for ensuring access of information users to international banks of data on condition of the surrounding environment, for integration into the international information systems.
Financing of creation of MEIS is performed at the expense of means of the interested organizations.
Council determines the mechanism of creation, functioning of MEIS and interaction with consumers of ecological information.
The matters of argument connected with interpretation or application of this agreement are permitted by consultations and negotiations or by means of other procedures approved by the Parties.
Changes and additions by common consent of the Parties can be made to this agreement.
Each Party can leave this agreement, having sent the written notice of it to depositary not later than three months to exit.
This agreement becomes effective from the date of its signing, and for the states which legislation requires accomplishment of the interstate procedures necessary for its introduction in force, - from the date of delivery of the relevant documents to depositary.
This agreement is effective within 5 years from the date of its entry into force. After this term the Agreement is automatically prolonged every time for the 5-year period if the Parties do not make other decision.
This agreement is open for accession to it of any other state sharing its purposes and the principles with the consent of all Parties by transfer to depositary of documents on such accession.
It is made in the city of Moscow on September 11, 1998 in one authentic copy in Russian. The authentic copy is stored in the Executive Secretariat of the Commonwealth of Independent States which will send to each state which signed this agreement, its verified copy.
