1. Approve the enclosed Regulations on award of academic degrees.

2. Determine that:

the persons having the higher education confirmed with the bachelor's degree, who prepared the thesis for degree of the candidate of science in the educational organization of the higher education, or in the educational organization of additional professional education, or in the scientific organization are allowed to degree of the candidate of science (further - the organizations), on condition of acceptance by dissertation council of the organization of the thesis to consideration on the date of entry into force of this resolution, meaning that defense of a thesis shall be performed no later than July 1, 2014;

as documents on award of the academic degrees provided by the state system of scientific certification the diplomas and certificates issued by the Ministry of science and the higher education of the Russian Federation, the Federal Service for Supervision in Education and Science or other state bodies of the former USSR and the Russian Federation which are earlier equipped with the corresponding functions in the field of the state certification of scientific and scientific and pedagogical workers, the documents on academic degrees issued by the organizations according to Item 3.1 of article 4 of the Federal law "About Science and the State Scientific and Technical Policy" and also documents on the foreign academic degrees recognized in the Russian Federation are valid;
