1) state registration of this order in the Ministry of Justice of the Republic of Kazakhstan;

2) the direction of the copy of this order on official publication in periodic printing editions within ten calendar days after day of its state registration in the Ministry of Justice of the Republic of Kazakhstan;

3) the direction of the copy of this order in the Republican state company on the right of economic maintaining "The republican center of legal information" of the Ministry of Justice of the Republic of Kazakhstan for placement in Reference control bank of regulatory legal acts of the Republic of Kazakhstan within ten calendar days from the date of its state registration in the Ministry of Justice of the Republic of Kazakhstan;

4) placement of this order on Internet resource of the Ministry of information and communications of the Republic of Kazakhstan;

5) within ten working days after state registration of this order in the Ministry of Justice of the Republic of Kazakhstan submission to Legal department of the Ministry of information and communications of the Republic of Kazakhstan of data on execution of the actions provided by subitems 1), 2), and 3) of this Item.

3. To impose control of execution of this order on the supervising vice-minister of information and communications of the Republic of Kazakhstan.

Chapter 1. General provisions

1. These rules of provision by banks to state bodies, courts through payment gateway of "the electronic government" of data and information on the effected payments and (or) money transfers connected with payment of payments in the budget, transfer of compulsory pension contributions, compulsory professional pension contributions and social assignments, and also payment of the state services (further - Rules) are developed according to Item 10 of article 25 of the Law of the Republic of Kazakhstan of July 26, 2016 "About payments and payment systems" and determine procedure and terms of provision by banks to state bodies, courts through payment gateway of "the electronic government" of data and information on the effected payments and (or) money transfers connected with payment of payments in the budget, transfer of compulsory pension contributions, compulsory professional pension contributions and social assignments, and also payment of the state services.

2. In these rules the following basic concepts and reducings are used:

1) authorized body in the sphere of informatization (further – authorized body) – the central executive body performing management and cross-industry coordination in the sphere of informatization and "the electronic government";

2) information system (further – IS) – the organizational ordered set of the information and communication technologies, service personnel and technical documentation realizing certain technological actions by means of information interaction and intended for the solution of specific functional objectives;

3) the integrated automated information system E-Ministry of Finance (further - IAIS "E-Ministry of Finance") – IS intended for complex automation of business processes of the Ministry of Finance of the Republic of Kazakhstan on execution of the state functions and provision of the state services;

4) the information system "The Customs Automated Information System" (further – IS TAIS) – IS automating processes of customs administration (adjustment of the declaration on goods; maintaining normative reference information; accounting of passenger customs declarations, customs receipt orders; control of temporary import / export of vehicles);
