I. General provisions

1. These Federal regulations and rules of industrial safety of "The safety rule in case of production and consumption of products of separation of air" (further - Rules) establish the requirements aimed at providing industrial safety, the prevention of accidents, cases of industrial traumatism on hazardous production facilities of production and consumption of products of separation of air (oxygen, nitrogen, argon, krypton, xenon, neonogeliyevy mix) and their mixes (further - objects of production and consumption of PRV).

3. Rules are intended for application:

a) in case of development of engineering procedures, development of documentation, operation, reconstruction, modernization, capital repairs, preservation and liquidation of objects of production and consumption of PRV;

b) in case of installation, adjustment, servicing, diagnosing and repair of the technical devices used on objects of production and consumption of PRV;

c) in case of expertize of industrial safety:

documentation on preservation, liquidation of objects of production and consumption of PRV;

documentation on modernization of objects of production and consumption of PRV if the specified documentation is not part of the project documentation of such object which is subject to examination according to the legislation on town-planning activities;

technical devices, buildings and constructions, declarations of industrial safety applied on objects of production and consumption of PRV;

reasons for safety of objects of production and consumption of PRV, and also changes made to reasons for safety of objects of production and consumption of PRV.

4. These rules are not applied to hazardous production facilities on which fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions turn out, transported, used and to which action of federal regulations and rules of industrial safety "Safety rules during the obtaining, transportation, use of fusions of ferrous and non-ferrous metals and alloys on the basis of these fusions" extends, approved by the order of Federal Service for Environmental, Technological and Nuclear Supervision of December 30, 2013 No. 656 (registration No. 32271 is registered by the Ministry of Justice of the Russian Federation on May 15, 2014; Bulletin of regulations of federal executive bodies, 2014, No. 38).
