About the working group on coordination of the works connected with creation and maintaining the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union

For the purpose of realization of Items 4, and according to 5 and 7 Protocols on information and communication technologies and information exchange within the Eurasian Economic Union (appendix № 3 to the Agreement on the Eurasian Economic Union of May 29, 2014):

1. Create the working group on coordination of the works connected with creation and maintaining the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union (further – working group).

2. Approve the enclosed Regulations on the working group on coordination of the works connected with creation and maintaining the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union.

3. Assign the head of working group of the member of Board (Minister) of the domestic markets, informatization, information and communication technologies Minasyan K. A. Rukovoditelya of working group to create according to offers of state members of the Eurasian Economic Union and to approve structure of the working group.

4. Ask state members of the Eurasian Economic Union within 10 calendar days from the date of the introduction of this Decision in force to send to the Eurasian economic commission of the offer on inclusion of representatives of the authorized bodies and the organizations, business communities, scientific and public organizations, other independent experts in structure of the working group.

5. This Decision becomes effective after 30 calendar days from the date of its official publication.

Regulations on the working group on coordination of the works connected with creation and maintaining the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union

I. General provisions

1. This Provision is developed according to Item 14 of the Regulations on single system of normative reference information of the Eurasian Economic Union approved by the Decision of Board of the Eurasian economic commission of November 17, 2015 № 155 (further – Regulations on single system of normative reference information), and determines procedure for activities of working group on coordination of the works connected with creation and maintaining the reference books and qualifiers which are part of resources of single system of normative reference information of the Eurasian Economic Union (further respectively – working group, normative reference information, the Union).

2. The concepts used in this Provision are applied in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014 and Regulations on single system of normative reference information.

3. The working group is created under Board of the Eurasian economic commission (further – the Commission) for coordination of the works connected with creation and maintaining the reference books and qualifiers which are part of resources of single system of normative reference information.

4. The working group in the activities is guided by the Agreement on the Eurasian Economic Union of May 29, 2014, the international treaties and acts constituting the right of the Union, Regulations on single system of normative reference information, and also this Provision.

II. Main objectives and functions

5. The working group performs:

a) consideration of offers on development of new reference books and qualifiers, to modification of the reference books and qualifiers which are part of resources of single system of normative reference information, including in connection with development of the new reference book (qualifier), the interested departments of the Commission, authorized bodies of state members of the Union arriving from (further – state members), public authorities (public administration) of state members, being users or operators of single system of normative reference information;

b) preparation of offers for inclusion in the actions plan on forming and enhancement of single system of normative reference information approved by the Commission (further – the actions plan);

c) consideration of offers (representations) of state members and carrying out consultations on the questions connected with statement of operators of single system of normative reference information;

d) development and (or) consideration of drafts of the organizational and methodological and instructive-methodological documents necessary for maintaining and application of resources of single system of normative reference information;

e) development and (or) consideration of drafts of recommendations of the Commission of application of the reference books and qualifiers which are part of single system of normative reference information;

e) consideration of offers on inclusion in reference books and qualifiers of additional objects of systematization (classification) and the systematizing (classification) signs which are not breaking codes and names of line items of reference books and qualifiers and the reserve line items provided in them, for the purpose of their unambiguous application, and also assessment of the specified offers regarding their compliance to the Regulations on single system of the normative reference information approved by the Commission of methodology of development, maintaining and application of the reference books and qualifiers which are part of resources of single system of normative reference information and to provisions of the instructive-methodological documents developed for maintaining and application of resources of single system of normative reference information;

g) consideration of offers on establishment of terms of enforcement of new reference books and qualifiers and the changes made to them for the purpose of the subsequent development of offers on terms of entry into force of the relevant acts of the Commission on approval of reference books and qualifiers or about introduction of changes in them.
