1. Approve the Concept of the approved boundary policy of the State Parties of the Commonwealth of Independent States it (is applied).
2. Charge to Council of commanders of Border troops to prepare and make together with the interested bodies of the states which signed this Decision and bodies of the Commonwealth of Independent States in accordance with the established procedure relevant proposals on implementation of the specified Concept.
3. This Decision becomes effective from the date of its signing, and for the states which legislation requires accomplishment of the interstate procedures necessary for its entry into force, - from the date of delivery on storage to depositary of the notification on accomplishment of the mentioned procedures.
It is made in the city of Kazan on August 26, 2005 in one authentic copy in Russian. The authentic copy is stored in Executive committee of the Commonwealth of Independent States which will send to each state which signed this Decision, its verified copy.

The State Parties of the Commonwealth of Independent States accept this Concept of the approved boundary policy of the State Parties of the Commonwealth of Independent States (daleekontseption), considering that:
the existing geopolitical reality causes the necessity of close combination of efforts of the State Parties of the CIS in the field of protection of national interests in economic, political, social, international, information, military, boundary and other spheres of safety of the State Parties of the CIS which accepted this Concept (further - the State Parties);
on frontiers of the State Parties the range of their state and interstate interests making basis of homeland security of each of them which providing is based on mechanisms of the collective solution of key problems is concentrated;
steady and reliable frontiers which protection and protection represents the main condition guaranteeing homeland security of the State Parties are vital for the State Parties;
joint activities in the boundary sphere are performed on the basis of the frame of reference employed as the State Parties approved (coordinated) institutes of the government, aimed at providing boundary safety.
The concept represents system officially of the accepted views of the main directions of safety, and also realization of national interests in the boundary sphere, development and deepening of boundary cooperation.
Determining the approved boundary policy, the State Parties confirm the commitment to the Charter of the UN, to the principles of OSCE, provisions of the Helsinki Final act concerning inviolability of borders, and also to fundamental documents of the CIS in the boundary sphere.
The approved boundary policy as part of foreign and domestic policy of the State Parties is directed to creation of complete system of ensuring boundary safety, the prevention and suppression of infringement of sovereignty and territorial integrity of the State Parties, protection and protection of their frontiers.
Strategic objective of the approved boundary policy is protection in boundary spaces of common and national interests of the State Parties, safety of the personality, society and state.
The main priorities in case of realization of strategic objective of the approved boundary policy are:
cooperation in ensuring reliable safety of the State Parties, preserving and strengthening of their sovereignty and territorial integrity;
acceptance of joint efforts according to international treaties on prevention of military danger, crises and the conflicts in boundary spaces of the State Parties;
joint counteraction to terrorism and other manifestations of extremism, organized crime, illegal migration, to drug trafficking and precursors and to other modern challenges and safety hazards;
creating favorable conditions of social and economic raising of the border territories, growth of welfare and spiritual development of the population as most important condition of ensuring national security of the State Parties;
cooperation in carrying out political, diplomatic, special and other actions on the frontiers and the border territories promoting strengthening of friendship between the states.
Boundary departments of the State Parties act as one of structural and functional components of ensuring boundary safety. At the same time to them it is assigned as direct realization of certain part of tasks of boundary safety, and protection of those interests which concentrate on frontiers of the State Parties and are shown in their boundary spaces.
The approved boundary policy is designed to provide interests of establishment and maintenance of good-neighbourhood with the adjacent states on frontiers, developments of mutually beneficial economic and other cooperation in the border territories, providing basic rights and human freedoms, protection of interests of the personality, society and each State Party.
Protection of interests of the State Parties in the boundary sphere provides implementation of complex of the political, diplomatic, operational, military, regime, legal, administrative, financial, boundary, law-enforcement, social and other measures including:
international legal registration of frontiers and ensuring their immunity;
forecasting of possible threats to interests of the State Parties, timely identification, tracking and suppression of their escalation, operational bringing the objective information to subjects of boundary policy;
control of observance by all physical persons and legal entities directly on frontiers and in boundary spaces of the regime regulations established by the laws, rules, requirements, undertaken obligations according to interests of the State Parties.
