I. General provisions

1.1. The purpose of this Concept of military cooperation of the State Parties of the Commonwealth of Independent States till 2010 (further - the Concept) - expansion and further development of military cooperation of the State Parties of the Commonwealth of Independent States (further - the State Parties of the CIS) on multilateral basis.

1.2. The concept determines general views of the State Parties of the CIS on the principles, the main directions, forms and system of ensuring development of military cooperation on multilateral basis through the Ministries of Defence, bodies of military management of the State Parties of the CIS, and also the bodies of coordination and interaction of military cooperation of the Council of Ministers of Defense of the State Parties of the CIS (further - SMO of the CIS) performing the activities on permanent basis.

1.3. Basic provisions of the Concept can be used in case of project development of the documents directed to enhancement of the legal base of military cooperation and also in case of the conclusion of bilateral and multi-lateral international treaties.

II. Principles and main directions of development of military cooperation

2.1. Development of military cooperation of the State Parties of the CIS during the period till 2010 is performed on the basis of the principles:

respect of sovereignty of the State Parties of the CIS and strict observance of their national legal system, principles and rules of international law;

enforcements of trust in the military sphere, coordination of efforts in observance of the international agreements in questions of disarmament and arms control according to changes of geostrategic situation;

coordination of line items in the solution of questions of reducing and arms limitation, nonproliferation and technologies of its production;

coordination of efforts in fight against the international terrorism and other manifestations of extremism;

assistance to the State Parties of the CIS in case of project development of national legal acts in the field of fight against the international terrorism;

joint prevention and settlement of the conflicts;

elimination of possible contradictions in relations, ensuring peaceful and good-neighbourhood development of the State Parties of the CIS.

2.2. Main directions of development of military cooperation:

a) in military-political area:

information and advisory exchange between the Ministries of Defence of the State Parties of the CIS concerning development of the regulatory base of development of national armed forces, rapprochement and standardization of national regulatory legal bases;

creation of single defense space within the CIS;

cooperation in the field of control of observance of international treaties on reducing and arms limitation;

b) in military area:

interaction of the Ministries of Defence of the State Parties of the CIS in the solution of questions of construction and development of national armed forces, increases in their fighting capacity, combat and mobilization readiness;

enhancement of forms and methods of the organization and holding joint actions of operational training of armed forces of the State Parties of the CIS;

holding actions for enhancement of the military facilities planned to joint use for the benefit of ensuring military safety of the State Parties of the CIS;

preparation of military personnel and specialists of armed forces in the highest military educational institutions (further - ВВУЗы) the State Parties of the CIS;

holding actions for creation and development of the joint (joint) military systems (except the integrated air defense system of the State Parties of the CIS);

enhancement of system of joint alert on air defense (further - air defense), air traffic control and control of procedure for use of airspace of the State Parties of the CIS;

enhancement of the integrated air defense system on the basis of development of the corresponding national systems combined by single system of management, forming of regional air defense systems with transition from coordination of use of forces and anti-aircraft weapons to management of them from the single regional command post, and also unity of requirements to combat readiness, combat and operational training of governing bodies and troops;

interaction in the field of topographical and hydrometeorological providing armed forces of the State Parties of the CIS;

interaction in the field of enhancement of system of information and analytical safety of flights of aircraft of armed forces of the State Parties of the CIS;

further enhancement of the integrated air defense system, organization of protection of airspace, air traffic control, control of procedure for use of airspace of the State Parties of the CIS;

joint development of military science;

c) in military and technical area:

development and implementation of joint scientific and technical and research programs and projects;
