About the organization of activities of the State Committee of the Republic of Uzbekistan for highways

In pursuance of the Presidential decree of the Republic of Uzbekistan of February 14, 2017 No. UP-4954 "About Measures for Further Enhancement of Management System by Road Economy" and for the purpose of the effective organization of activities of the State committee of the Republic of Uzbekistan for highways:

1. Approve offers of the State committee of the Republic of Uzbekistan on architecture and construction, the Ministries of Economics, the Ministry of Finance and the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition:

a) about transformation:

the territorial road and operational organizations in the Republic of Karakalpakstan and areas - in territorial head departments on highways of the Republic of Karakalpakstan and areas;

the district contract repair and operational companies of road economy - in the district road and operational companies;

the specialized repair and operational enterprises on content of bridge economy - in the bridge operational companies;

the specialized repair and operational enterprises on content of highways of the international and state value - in the operational linear companies;

b) about creation:

under the State committee of the Republic of Uzbekistan on Directorate highways on construction and reconstruction of highways public in the form of the state unitary enterprise;

under territorial head departments on highways of the Republic of Karakalpakstan and areas in accordance with the established procedure services of the customer on regional roads in the form of the state unitary enterprises;

under territorial head departments on highways of the Republic of Karakalpakstan and areas of specialized enterprises on repair of regional highways in the form of the unitary enterprises;

c) about transfer SUE Transyulkurilish in system of the State committee of the Republic of Uzbekistan on highways.

2. Approve:

organizational structure and structure of central office of the State committee of the Republic of Uzbekistan on highways according to appendices No. 1 and 1a;

structure SUE Directorate on Construction and Reconstruction of Highways Public according to appendix No. 3;

standard structure of territorial head departments on highways of the Republic of Karakalpakstan and areas according to appendix No. 4;

standard structure of the district road and operational companies under territorial head departments for highways of the Republic of Karakalpakstan and areas according to appendix No. 5;

standard structure of the operational linear companies under territorial head departments for highways of the Republic of Karakalpakstan and areas according to appendix No. 6;

standard structure of the bridge operational companies under territorial head departments for highways of the Republic of Karakalpakstan and areas according to appendix No. 7;

standard structure of services of the customer on regional roads under territorial head departments on highways of the Republic of Karakalpakstan and areas according to appendix No. 8.

standard structure of specialized enterprises on repair of regional roads under territorial head departments on highways of the Republic of Karakalpakstan and areas according to appendix No. 9;

standard structure of the road repair and construction companies according to appendix No. 10;

structures of the Avtoyulnurtajmir, Republican Dispatch Center, Center for Development of Information and Communication Technologies, Avtoyulmekhanization, Avtoyulservice and Avtoyultajminot unitary enterprises according to appendices No. 11 - 16.

Grant the right to the chairman of the State committee of the Republic of Uzbekistan on highways:

make changes to structures of central office and offices of the subordinated organizations within the established extreme total number of managerial personnel;

create the additional independent companies in the form of the unitary enterprise which are engaged in construction, repair and operation of highways and other companies with the rights of the legal entity, and also to unite and abolish the companies which are in structure of the State committee of the Republic of Uzbekistan on highways in coordination with the Cabinet of Ministers of the Republic of Uzbekistan.

3. Determine that:

content of the State committee of the Republic of Uzbekistan on highways, its territorial head departments, the district road and operational companies, the operational linear companies and the bridge operational companies is performed at the expense of means of the Government budget of the Republic of Uzbekistan;

The state committee of the Republic of Uzbekistan on highways is founder of the companies entering its organizational structure;

functions of the general customer on designing, construction, reconstruction and repair of highways public are assigned to SUE Directorate on Construction and Reconstruction of Highways Public;

functions of the general customer on designing, construction, reconstruction and repair of intereconomic rural highways, streets of the cities, city settlements, kishlaks and auls (further - regional highways) are assigned to services of the customer on regional roads under territorial head departments on highways of the Republic of Karakalpakstan and areas;

the project organizations for construction, reconstruction and repair of highways public and regional highways are Yul loyikha byurosi LLC and JSC Boshtransloyikha;

contract organizations on construction, reconstruction and repair of highways public and regional highways are structural divisions of the State committee of the Republic of Uzbekistan on highways;

work on content, improvement and lighting of streets of the cities, city settlements, kishlaks and auls is performed by managements of improvement under the relevant khokimiyats of the cities and areas at the expense of means of the local budget.
