About approval of the Procedure for training of staff of divisions of the militarized protection

According to the resolution of the Cabinet of Ministers of Ukraine of March 17, 1993 "About streamlining of protection of objects of Armed Forces" and for the purpose of further increase in professional level of staff of divisions of the militarized protection of the Armed Forces of Ukraine I order to No. 195:

1. Approve the Procedure for training of staff of divisions of the militarized protection which is applied.

2. Declare invalid the order of the Ministry of Defence of Ukraine on July 5, 2013 No. 462 "About approval of the Procedure for training of staff of divisions of the militarized protection", registered in the Ministry of Justice of Ukraine on September 13, 2013 for No. 1586/24118.

3. This order becomes effective from the date of its official publication.

Procedure for training of staff of divisions of the militarized protection

I. General provisions

1. This Procedure establishes the procedure of training of staff of divisions of the militarized protection of the Armed Forces of Ukraine (further - VOHR) for the purpose of ensuring protection and defense of especially important and sensitive sites of connections, military units, military educational institutions, organizations, the organizations (warehouses (territories) with rockets, mine and torpedo arms, with weapon and ammunition, fuels and lubricants, the equipment and arms, etc.). 2. Training of staff of divisions of the militarized protection consists of special training of persons employed in group (team, group) of VOHR, further enhancement of knowledge of workers and their practical skills on classes in special, fire preparation and observance of safety requirements during execution of service duties during the entire period of work and will be organized according to annual calculation of hours of training of staff of divisions of the militarized protection for training objects (appendix 1).

3. For special training of persons employed in VOHR 20 class periods are taken away. For persons which did not pass military service, special training constitutes 40 hours.

4. On special training of person, VOHR employed in divisions, shall study:

main requirements for the organization of guard duty;

equipment of the fixed weapon;

safety requirements when using of weapon and procedure for its application;

procedure for the admission on object of protection.

5. Special training comes to an end with concluding session (offsetting) on knowledge of the main requirements of the Regulations on the militarized protection of objects of the Armed Forces of Ukraine, the Ministry of Defence of Ukraine approved by the order of October 25, 2016 No. 560, registered in the Ministry of Justice of Ukraine on November 16, 2016 for No. 1490/29620 (further - the Provision), Instructions on the organization and execution of guard duty by the militarized protection on objects of the Armed Forces of Ukraine approved by the order of the Ministry of Defence of Ukraine of October 25, 2016 No. 560, registered in the Ministry of Justice of Ukraine on November 16, 2016 for No. 1491/29621 (further - the Instruction), equipment of the fixed weapon, safety requirements when using of weapon and procedure for its application, and also practical accomplishment of educational firing practice from the fixed weapon. Chiefs of groups (teams, groups) or their deputies perform personally.

6. The main training methods on special preparation are:

1) theoretical and practical training (actions), instructor and methodical occupations with chiefs of teams and groups, charges with chiefs of groups (separate teams) of VOHR and their deputies;

2) ensuring receipt by staff of VOHR of necessary theoretical knowledge and practical skills during independent actions on post and as a part of guard, forming of vigilance at it during service. Theoretical classes are given in specially equipped classes.

Actions of hour (guard) during protection and defense of post (object) are fulfilled practically on the places which are specially equipped for these purposes with obligatory application of means of the alarm system, the communication and fire extinguishing which are available on post (in the guard house). Under the organization and carrying out practical training the main attention is paid to features of service on the protected objects according to which actions of the sentry are fulfilled during attack on post, the guard house, and also action of guard during attack on object.

Technical means of protection and alarm systems are studied only on those objects where they are established, in the amount necessary for the sentry and other officials of guard;

3) the organization and teaching special training of leaders of guard dogs for the purpose of enhancement of their knowledge and practical skills of the main acceptances connected with use of guard dogs. Classes in training and trainings of guard dogs depending on local conditions are held on the educational posts or posts equipped with necessary stock.

Occupations repeat until leaders do not acquire practical skills in training and training of dogs, and dogs - conditioned reflexes. Except planned occupations, training and trainings of guard dogs shall be performed as well in daily activities;

4) creation in groups of annual plans of holding instructor and methodical occupations with chiefs of teams and the VOHR groups.

Instructor and methodical classes are given once in quarter personally by chiefs of groups of VOHR and their deputies;

5) carrying out training of chiefs of groups (separate teams) VOHR and their deputies on annual charges in one of military units according to plans and subject of relevant organ of military management. During annual collection instructor and methodical classes are given in special preparation, fire preparation, and also experience exchange of educational work with staff and the solution of other questions connected with the organization of protection of objects. Expenses on these charges are performed at the expense of the funds allocated for combat training.

7. When teaching fire preparation, including studying of equipment of the fixed weapon, the main attention is paid to assimilation by shooters of safety requirements and instructions for use by weapon, procedure for storage and to ability to apply it in different conditions.
