About measures for further enhancement of activities of Academy of Sciences, organization, management and financing of research activities

For the purpose of further strengthening of role of the academic science in innovative development of economy, increase in prestige and enhancement of activities of Academy of Sciences, forming of single system of management and regulation of research and innovative activities, and also increase in role of science in social and economic development of the Republic of Uzbekistan:

1. Determine the main objectives and activities of Academy of Sciences:

carrying out basic, applied and innovative scientific research in the field of natural, technical and the public humanities;

strengthening and development of mechanisms of integration of science with education and production;

development of offers on forming of the priority directions of development of science and technologies, the state scientific and technical programs taking into account requirements of industries of economy and regions of the republic;

studying and the analysis of achievements of world and domestic science, development of recommendations about their use for the benefit of the Republic of Uzbekistan;

promoting and promotion of domestic science, scientific knowledge, achievements of science and technology;

implementation of international cooperation with academies of Sciences, research organizations and funds of foreign countries, participation in the organization and holding the international scientific forums and conferences;

participation in training of highly qualified personnel with use of scientific potential and material and technical resources of organizations of Academy of Sciences;

Agree with the offer of Academy of Sciences, Ministry of the higher and secondary vocational education, the Ministry of Finance, Ministry of Emergency Situations of the Republic of Uzbekistan, Committee on coordination of development of science and technologies on transfer to maintaining Academy of Sciences of Institute of history under National university of Uzbekistan, and also creation as a part of Academy of Sciences of the Republic of Uzbekistan:

Institute of mathematics of V. I. Romanovsky based on Institute of mathematics under National university of Uzbekistan;

Institute of nuclear physics based on the relevant laboratories and unique objects of physical faculty of National university of Uzbekistan, and also the Center of radiation safety under the Ministry of Emergency Situations of the Republic of Uzbekistan;

Institute of ion-plasma and laser technologies of U. A. Arifov based on the relevant laboratories of engineering and physical faculty of the Tashkent state technical university;

Institute of mechanics and seismic stability of constructions of M. T. Urazbayev based on Institute of seismic stability of constructions of Academy of Sciences of the Republic of Uzbekistan and Research center on problems of industry engineering science under the Tashkent state technical university;

Institute of chemistry and physics of polymers based on Research center of chemistry and physics of polymers under National university of Uzbekistan;

Institute of oriental studies of Abu Raykhan Beruni based on the Center of east manuscripts of Abu Raykhan Beruni under the Tashkent state institute of oriental studies;

Institute of archaeological researches of Ya. Gulomov based on Institute of archeology in Samarkand and the Tashkent department of Institute of archeology of Academy of Sciences of the Republic of Uzbekistan;

Institute of Uzbek, literature and folklore based on Research institution of Uzbek and literature under the Tashkent state university of Uzbek and literature of Alisher Navoiy;

The state museum of literature of Alisher Navoiy based on the Museum of Uzbek and literature under the Tashkent state university of Uzbek and literature of Alisher Navoiy.

3. Agree with the offer of Academy of Sciences, Ministry of the higher and secondary vocational education, the Ministry of national education on transformation of Public council on the contemporary history of Uzbekistan under the Ministry of the higher and secondary vocational education in Public council on the contemporary history of Uzbekistan under Academy of Sciences of the Republic of Uzbekistan.

Transfer the Coordination and methodical center for questions of the contemporary history of Uzbekistan under the Ministry of the higher and secondary vocational education to maintaining Academy of Sciences, having determined it working body of Public council for the contemporary history of Uzbekistan under Academy of Sciences.

4. Accept the offer of Academy of Sciences of the Republic of Uzbekistan, the state company "Navoiy Mining and Smelting Plant", Committee on coordination of development of science and technologies, the Ministries of Economics of the Republic of Uzbekistan about creation of the Navoiy department Academies of Sciences.

Determine that maintenance costs of the Navoiy department Academies of Sciences, and also on realization of applied and innovative researches by department become covered by the state company "Navoiy Mining and Smelting Plant", including at the expense of 10 percent from the net profit got as a result of implementation of the corresponding scientific and technological developments.

5. Determine that scientific institutions of Academy of Sciences, newly created as a result of reorganization, have the status of the legal entity in the form of public institution, are legal successors by the rights and obligations of scientific institutions of the ministries and departments based on which they are created.

6. For the purpose of ensuring development of the priority directions of science, and also effective coordination of activities of research establishments to form in structure of management personnel of Academy of Sciences of department on physical and mathematical and technical science, chemical and biological sciences, the public humanities.

Equate the chairman of the Karakalpak department Academies of Sciences, the chairman of the Khorezm Academy Majmun and the chairman of the Navoiy department Academies of Sciences according to the status to the vice-president of Academy of Sciences.

7. Enter procedure according to which industry research establishments can be associated members of Academy of Sciences into practice.

8. Approve organizational structure of Academy of Sciences of the Republic of Uzbekistan and structure of management personnel of Academy of Sciences of the Republic of Uzbekistan according to appendices No. No. 1 and 2.

Grant the right to the president of Academy of Sciences of the Republic of Uzbekistan, if necessary, to make changes to structure of management personnel of Academy of Sciences of the Republic of Uzbekistan within the approved extreme total number of workers.
