According to Items 14 and 24 of part one of article 23 of the Law of Ukraine "About National police", 8, of the 30th item 4 of the Regulations on National police approved by the resolution of the Cabinet of Ministers of Ukraine of October 28, 2015 No. 877, and for the purpose of the organization of proper interaction of territorial authorities of police and interregional territorial authorities of National police of Ukraine, their structural and separate divisions in case of emergency response in case of introduction of legal regime of warlike or emergency state I order to subitems:

1. Approve the Instruction about order of interaction of territorial authorities of police and interregional territorial authorities of National police of Ukraine during emergency response, in case of introduction of legal regime of warlike or emergency state which is applied.

2. To department of forming of policy for authorities and monitoring under control to the Minister (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of National police of Ukraine H.Dekanoidze.

I. General provisions

1. This Instruction is developed according to the Code of civil protection of Ukraine, the Laws of Ukraine "About National police", "About legal regime of warlike situation" and "About legal regime of emergency state", the Presidential decree of Ukraine of September 23, 2016 No. 406/2016, the Regulations on single state system of civil protection approved by the resolution of the Cabinet of Ministers of Ukraine of January 9, 2014 No. 11, the Standard regulations on functional subsystem of single state system of civil protection approved by the resolution of the Cabinet of Ministers of Ukraine of March 11, 2015 No. 101, the Plan of introduction and providing measures of implementation of legal regime of the warlike situation in Ukraine approved by the order of the Cabinet of Ministers of Ukraine of February 24, 2022 No. 181-r, Standard regulations on the regional and local commission concerning technogenic ecological safety and emergency situations the approved resolution of the Cabinet of Ministers of Ukraine of June 17, 2015 No. 409, the resolution of the Cabinet of Ministers of Ukraine of March 21, 2007 No. 507, the Regulations on single state system of the prevention, reaction and the termination of acts of terrorism and minimization of their effects approved by the resolution of the Cabinet of Ministers of Ukraine of February 18, 2016 No. 92, the Instruction about order of interaction between Public service of Ukraine on emergency situations, National police of Ukraine and National guard of Ukraine in the field of prevention and emergency response, the fires and dangerous events approved by the order of the Ministry of Internal Affairs of Ukraine of August 22, 2016 No. 859, the Regulations on the headquarters registered in the Ministry of Justice of Ukraine on September 14, 2016 at No. 1254/29384, on mitigation of consequences of emergency situation the approved order of the Ministry of Internal Affairs of Ukraine of December 26, 2014 No. 1406, registered in the Ministry of Justice of Ukraine on January 16, 2015 for No. 47/26492, determines order of interaction of head departments of National police in the Autonomous Republic of Crimea and Sevastopol, areas and Kiev (further GUNP) and interregional territorial authorities of National police of Ukraine, and also their structural and separate divisions in case of emergency response, carrying out rescue and other urgent works, working off and enforcement of plans of emergency response and/or in case of accomplishment of the office tasks determined by the legislation of Ukraine in case of introduction of legal regime of warlike or emergency state, and also accomplishment of tasks of territorial defense and civil protection during the special period.

2. The term "special office tasks" used in this Instruction means the tasks which are carried out territorial (including - interregional) bodies of National police of Ukraine, their structural and separate divisions in case of emergency response, carrying out rescue and other urgent works, working off and enforcement of plans of emergency response and/or in case of accomplishment of the office tasks determined by the legislation of Ukraine in case of introduction of legal regime of warlike or emergency state, and also accomplishment of tasks of territorial defense and civil protection during the special period.
