About additional measures for the accelerated updating of physically worn-out and obsolete equipment, and also reducing production costs of the companies of industries

For the purpose of further strengthening of industrial capacity of the republic by means of the advancing development at the companies of the modern and successfully approved at world level technologies, further increase in competitiveness of products made by domestic enterprises, providing on this basis of sustainable development of industries and growth of the export potential, and also active implementation in economy of standards of energy efficiency and energy saving:

1. Take into consideration that during the booked technical audit of processing equipment and technologies technical condition of the fixed business assets of the companies of industries regarding their compliance to modern requirements according to appendix No. 1 is studied.

2. Approve developed by the ministries, departments and other organizations together with the Ministry of Economics of the Republic of Uzbekistan on the basis of the studying which is carried out during technical audit target parameters of conclusion from operation and updating of physically worn-out and obsolete equipment, with replacement on modern, approved at world level, the companies of industries during 2017 - 2020 according to appendices No. 2 and 3.

3. Ceased to be valid according to the Presidential decree of the Republic of Uzbekistan of 12.12.2019 No. UP-5893

4. To the Ministry of Finance, the Ministry of Economics, the Central bank of the Republic of Uzbekistan during 2017 - 2020 to consider, by reasonable calculations, in balance sheet calculations currency means for purchase of the modern equipment and the component parts which are not made in the republic within this resolution.

5. Ceased to be valid according to the Resolution of the President of the Republic of Uzbekistan of 24.05.2017 No. PP-2998

6. Establish procedure according to which:

written off physically worn-out and the obsolete processing equipment and the equipment revealed during the booked technical audit are subject to realization without fail in the form of scrap of ferrous and non-ferrous metals only to divisions of JSC Uzmetkombinat and JSC Uzbek Plant on Procurement and Conversion of Scrap, Waste of Non-ferrous Metals on free contract price, with the target direction of proceeds on acquisition of the modern equipment;

income from realization in the form of scrap of ferrous and non-ferrous metals of the written-off processing equipment and the equipment is not subject to the taxation.

7. Exempt for up to January 1, 2021 from customs payments (except for customs fees) the processing equipment, materials and components which are not made in the Republic of Uzbekistan, imported within conclusion from operation and updating of physically worn-out and obsolete equipment and the equipment according to this resolution according to the lists approved by decisions of the Cabinet of Ministers of the Republic of Uzbekistan.

8. Recommend to the ministries, departments and other organizations consideration in accordance with the established procedure at meeting of governing bodies of the companies of the industries about write-off of their physically worn-out and obsolete processing equipment and equipment revealed by results of the booked technical audit on residual cost.

9. To provide to heads of complexes of the Cabinet of Ministers of the Republic of Uzbekistan together with the ministries, departments and other organizations:

till January 10 approval of quarterly network schedules and address lists of conclusion from operation and updating of physically worn-out and obsolete equipment of the companies of the industries which are parts of the ministries, departments and other organizations for the corresponding calendar year;

monitoring and quarterly consideration at meetings of complexes of the course of accomplishment of the approved target parameters of conclusion from operation and updating of physically worn-out and obsolete equipment, with replacement on modern, approved at world level, the companies of industries in the period of 2018 - 2020.

10. To the state committee of the Republic of Uzbekistan on investments and the Ministry of Finance of the Republic of Uzbekistan annually when forming state programs of development of the Republic of Uzbekistan the forthcoming year to provide inclusion in them of projects on updating of physically worn-out and obsolete equipment, with their replacement on modern, approved at world level, the companies of industries.

11. Approve the summary and target parameters of reducing production costs developed by the companies of the industry industry together with the Ministry of Economics and the Ministry of Finance of the Republic of Uzbekistan by the companies of industries for 2017 - 2021, first of all, due to complete upgrade and updating of physically worn-out and obsolete equipment, reducing consumption of energy resources and increase in energy efficiency of production, rationalization of engineering procedures and consumption rates of material raw material resources, operating and unproductive costs by implementation of information and communication technologies according to appendices No. 4 and 5.

To provide to heads of complexes of the Cabinet of Ministers of the Republic of Uzbekistan together with the ministries, departments and other organizations:

till January 10 approval of complex measures for reducing production costs of the companies of the industries which are parts of the ministries, departments and other organizations on the basis of the target parameters of reducing production costs approved by this resolution for 2017 - 2021 on industry for the corresponding calendar year;

monitoring and quarterly consideration at meetings of complexes of the course of realization of the taken measures for reducing production costs for 2017 - 2021 at the companies of the industry industry;

following the results of the carried-out monitoring application of measures for material stimulation or increase in the personal responsibility of heads of the companies of industries, proceeding from completeness and efficiency of achievement of target parameters on reducing their production costs.

12. Determine what in 2017 - 2021 is not recognized violation of requirements of the Regulations on procedure for forming of the Program of localization of the production of finished goods, components and materials on the basis of industrial cooperation approved by the resolution of the Cabinet of Ministers of July 21, 2010 No. 154, decrease in level of localization as a result of reducing production costs for the realization account of rationalization measures of engineering procedures and optimization of expense rates of material and raw and energy resources within the approved specifications and technical documentation, reduction in cost of the purchased raw materials, materials and component parts, reducing operational and overheads, optimization of number of personnel from calculation in year.

13. To the Ministry of Economy and Industry, the Ministry of Finance of the Republic of Uzbekistan, GI "Uzgosenergonadzor", GI to Uzgosneftegazinspektion, Committee on development of the competition and consumer protection to organize system work on studying of the course of accomplishment of the target parameters approved by this resolution and to quarterly provide in the Cabinet of Ministers information following the results of the carried-out work.

14. Grant the right to heads of Complexes of the Cabinet of Ministers of the Republic of Uzbekistan in case of approval of quarterly network schedules and the address list of conclusion from operation and to bring updates of physically worn-out and obsolete equipment according to reasonable offers of the companies of industries of changes in the target parameters approved by this resolution.

15. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov.
