Agreement on humanitarian cooperation of the State Parties of the Commonwealth of Independent States

The State Parties of the Commonwealth of Independent States which are hereinafter referred to as with the Parties

expressing the aspiration to provide with common efforts economic and social progress of the Commonwealth countries, the civil world and interethnic concord,

considering traditional ties of the people of the Commonwealth countries, realizing importance of their development and strengthening on the basis of cooperation in the field of culture, education, science, information and mass communications, sport, tourism and work with youth,

in view of that approval of humanistic values promotes eradication of extremism and other manifestations of intolerance,

being guided by the conventional principles and rules of international law, fundamental documents of the Commonwealth of Independent States and other agreements accepted within the Commonwealth in the field of culture, education, science, information and mass communications, sport, tourism and work with youth

agreed as follows:

Article 1

The parties take agreed measures for further development of humanitarian cooperation and for this purpose:

interact in realization of the tasks stated in this agreement;

enhance and develop cooperation mechanisms in the field of culture, education, science, archiving, information and mass communications, sport, tourism and work with youth;

develop and enhance the regulatory legal base concerning interaction in the specified areas.

Article 2

The parties for the purpose of creation of the most favorable conditions for mutual enrichment of national cultures:

realize joint programs and projects in the field of cultural cooperation, including holding forums, festivals, exhibitions, expeditions;

encourage experience exchange between the interested departments and the organizations, including in preparation and advanced training of specialists, pupils and students of organizations of education;

sciences and cultures within interstate programs communicate about the historical and cultural values, historical documentary sources which are stored in the state meetings, collections and funds and also about their use for the purpose of education;

cooperate in questions of preserving the national historical and cultural values which are in the territories of the Parties;

interact according to rules of international law and the national legal system in the solution of the questions connected with missing and illegal the exported cultural values;

cooperate in area library, museum and archiving, use of the relevant funds, publishing case and distribution of printed materials;

encourage studying of languages of the people of other Parties, promote creation and activities of the national cultural centers.

Article 3

The parties taking into account preserving features and achievements of national educational systems take measures for:

realization of joint projects in the field of education, including conferences, symposiums, summer schools, the thematic Olympic Games, forums of pupils, students and graduates of organizations of education;

encouragement of exchange of pupils and teachers of organizations of education;

interactions in the field of professional training and retraining of personnel, creation of joint universities, expansions of network of the basic organizations for the different directions of education;

approvals of the state educational standards of all education levels, requirements for preparation and certification scientific and research and educational personnel of the Parties, harmonization of process of award of academic degrees and assignment of academic statuses;

interactions in the field of recognition of equivalence of education documents, academic degrees and ranks on the basis of bilateral and multi-lateral agreements;

studying of experience of creation of the all-European space of the higher education (Bologna Process) and additional opportunities of participation in this process.

Article 4

The parties for the purpose of rendering the state support to the international scientific cooperation for development of the priority directions of science and technologies take measures on:

to development of interstate programs of cooperation in the field of fundamental and applied sciences;

to creation of the international scientific centers and organizations;

to exchange of scientific and technical information, basic researches and applied developments taking into account requirements of the national legal system of the Parties;

to development of cooperation between academies of Sciences, the scientific organizations and organizations of formation of the Parties.

Article 5

The parties for the purpose of forming of general information space of the CIS take measures for:

developments and program implementations of cooperation in the field of information and information technologies;

further development of interaction in the field of TV and broadcastings, including taking into account the capacity of Mir Intergovernmental TV & Radio Company;

holding joint actions, including thematic festivals, teleforums, Internet forums;

strengthenings of interaction of mass media of the Parties for the purpose of forming in the world community of objective and complete idea of socio-political, economic and cultural life of the Commonwealth countries;

creations taking into account the national legal system of conditions for activities of mass media of any Party in the territory of each of the Parties;

creations of general for the Parties of satellite segments for broadcasting on the basis of the frequency and orbital resource which is earlier allocated to the USSR;

developments of joint information resources in networks of collective access, including creation of the Commonwealths of Independent States Internet portal in Executive committee of the CIS.

Article 6

The parties for more complete and effective use of sports potential, strengthening of ties between athletes and the organizations operating in the field of physical culture and sport:

promote development of cooperation in the field of physical culture and sport, to interaction between the interested departments and the organizations in this sphere;

hold joint sporting events, including sports contests, the Olympic Games and the championships on different types of sport;

promote exchange of sports delegations, work experience, scientific and methodical information and special literature;

interact in the field of the international Olympic and Paralympic movement;

cooperate in the field of scientific research, scientific and methodical and medical support of activities in the field of physical culture and sport, anti-doping policy.

Article 7

The parties, considering tourism as one of factors of deepening of friendship, for the purpose of the most complete mutual acquaintance with national cultures and traditions:

promote development of equal and mutually beneficial cooperation in the field of tourism and to effective development of tourist resources;
