1. Approve the enclosed Regulations on procedure for development and establishment of standard rates of operational losses of minerals.
2. This resolution becomes effective since January 23, 2017.

1. This Provision determines procedure for development and establishment of standard rates of operational losses of minerals.
2. For fields which contain several types of minerals standard rates of operational losses of minerals are developed and established by each type of mineral considered in the state stock balances of minerals and geothermal resources of subsoil.
3. Development of standard rates of operational losses of minerals consists in reasons for their size as a percentage in relation to balance sheet inventories of minerals.
4. Development of standard rates of operational losses of minerals is performed in the following procedure:
creation of the list of operational losses of minerals;
determination of basic data for calculation of operational losses of minerals;
carrying out calculations of operational losses of minerals and technical and economic indicators of production and conversion of minerals in case of different methods of work on production and conversion of minerals;
reasons for standard rates of operational losses of minerals.
5. Creation of the list of operational losses of minerals is performed by specific parts of the field (floors, subfloors, operational blocks, panels, extraction units) and objects of conversion according to technological schemes of mining of minerals.
6. Basic data for development of standard rates of operational losses of minerals are materials of geological studying of subsoil, including feasibility statements on standards of minerals for stock counting of minerals, geological and surveying documentation.
As basic data for development of standard rates of operational losses of minerals the standard rates of operational losses of minerals established on fields with similar mining-and-geological, mining, technological, economic and other conditions of production and conversion of minerals can be used.
7. Calculation of standard rates of operational losses of mineral in case of underground method of production of mineral, and also in case of open method of mining on large-scale deposits is made on two and more complexes of work on production and conversion of minerals.
In case of open method of mining on average and small fields calculation of standard rates of operational losses of minerals is, as a rule, made on one complex of work on production and conversion of minerals.
8. Reasons for standard rates of operational losses of minerals are made on the basis of technical and economic indicators of production and conversion of the minerals consisting in comparison of cost efficiency of technically feasible complexes of work on production and conversion of minerals with different values of losses and impoverishments.
9. Criterion for evaluation of cost efficiency of the compared work complexes on production and conversion of minerals is the profit counting on unit of balance sheet inventories of minerals.
10. Development of standard rates of operational losses of minerals is performed according to the determined regulations and rules of rational use and protection of subsoil, classifications of losses of minerals, requirements to calculations of operational losses of minerals and their accounting.
11. Standard rates of operational losses of minerals are established in the project documentation approved by the subsoil user on development of mineral deposits which passed the state environmental assessment of the project documentation on use of natural resources.
12. In case of identification during operational investigation of the specifying data on geological, hydrogeological, mining-and-geological and mining conditions of development of mineral deposits standard rates of operational losses of minerals by specific parts of the field (floors, subfloors, operational blocks, panels, extraction units) are specified by the subsoil user in the annual development plan for mining operations based on calculations of operational losses of minerals and technical and economic indicators of production and conversion of minerals.
13. In need of establishment of standard rates of operational losses of minerals for group of the fields similar on mining-and-geological, mining, technological, economic and other conditions, their development and establishment is made according to the procedure, determined by this Provision.
