Based on parts two and third article 30 of the Law of the Republic of Belarus of June 16, 2003 "About procedure and conditions of keeping of persons under guards", subitem 9.4 of Item 9 of the Regulations on the Ministry of Internal Affairs of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 4, 2007 No. 611 "About some questions of the Ministry of Internal Affairs and the organizations which are a part of the system of law-enforcement bodies", subitem 10.4 of Item 10 of the Regulations on Committee for State Security of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of July 23, 2013 No. 325 "About some questions of Committee for State Security", subitem 7.4 of Item 7 of the Regulations on the Ministry of Defence of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of December 7, 2006 No. 719 "Questions of the central bodies of military management of Armed Forces of the Republic of Belarus" subitem 9.4 of Item 9 of the Regulations on the State boundary committee of the Republic of Belarus approved by the Presidential decree of the Republic of Belarus of September 25, 2007 No. 448 "About some questions of bodies of the border service" the Ministry of Internal Affairs of the Republic of Belarus, Committee for State Security of the Republic of Belarus, the Ministry of Defence of the Republic of Belarus and the State boundary committee of the Republic of Belarus DECIDE:

1. Establish:

the list of audiovisual, electronic and other technical means which employees of places of detention for the purpose of implementation of supervision of persons who are held in custody can use (further - technical means of supervision), according to appendix 1;

the list of technical and special means which employees of places of detention for the purpose of implementation of personal search of persons who are held in custody, search of rooms in which they accommodate, examination of their objects, things, sending, transfers, parcels post, small packets (further - technical and special control facilities and examination), according to appendix 2 can use.

2. Determine that:

employees of places of detention can use only the operational and completed technical means of supervision, technical and special control facilities and examination conforming to the requirements stated in technical regulatory legal acts and operational documentation;

and examination the employees of places of detention who underwent the corresponding training and allowed to work with the specified means in cases can use technical means of supervision, technical and special control facilities if such requirements are established by the legislation of the Republic of Belarus;

the decision on use of technical means of supervision, technical and special control facilities and examination is accepted by employees of places of detention independently within their ex-officio full powers if other is not stipulated by the legislation the Republic of Belarus;

when using technical means of supervision, technical and special control facilities and examination the requirements stated in the regulatory legal acts regulating questions of labor protection and safe engineering, operational documentation to be followed sanitary standards and rules shall be fulfilled.

3. This resolution becomes effective since January 23, 2017.
