1. Approve the enclosed Order of interaction of authorized bodies of state members of the Eurasian Economic Union in case of introduction of temporary sanitary, veterinary and sanitary and quarantine phytosanitary measures.

2. The Eurasian economic commission together with the governments of state members of the Eurasian Economic Union by results of monitoring of law-enforcement practice of the procedure specified in Item 1 of this decision to bring in the IV quarter 2016 of the offer on its amendment, including determinations of the concepts "temporary sanitary measures", "temporary veterinary and sanitary measures", "temporary quarantine phytosanitary measures", "reasons for introduction of temporary sanitary, veterinary and sanitary and quarantine phytosanitary measures" and "content of temporary sanitary, veterinary and sanitary and quarantine phytosanitary measures".

3. This Decision becomes effective after 30 calendar days from the date of its official publication.

Order of interaction of authorized bodies of state members of the Eurasian Economic Union in case of introduction of temporary sanitary, veterinary and sanitary and quarantine phytosanitary measures

I. General provisions

 1. This Procedure is developed according to the paragraph the 2 Item 4 of article 56 of the Agreement on the Eurasian Economic Union of May 29, 2014 and establishes rules of interaction of authorized bodies of state members of the Eurasian Economic Union (further respectively - authorized bodies, state members, the Union) in case of introduction of temporary sanitary, veterinary and sanitary and quarantine phytosanitary measures (further - temporary measures).

2. The concepts used in this Procedure are understood in the values determined by the Agreement on the Eurasian Economic Union of May 29, 2014.

II. Order of interaction of authorized bodies in case of introduction of temporary veterinary and sanitary measure

In case of introduction of temporary veterinary and sanitary measure the authorized body of the state member which made the relevant decision without unreasonable delay informs on it authorized bodies of other state members no later than 1 working day from decision date about introduction of temporary veterinary and sanitary measure, and also the Eurasian economic commission (further - the Commission) - no later than 3 working days from acceptance date of such decision. Information on introduction of temporary veterinary and sanitary measure includes the following data:

a) basis for introduction of measure;

b) reasons for need of introduction of measure <*>;

c) content (description) of the entered measure;

d) Date of Introduction of measure.

4. In case of receipt of information specified in Item 3 presents of the Procedure, authorized bodies in perhaps short time, but no later than 10 working days from the date of receipt of such information, consider the provided data and send to authorized bodies and the Commission information on results of consideration, including in need of reasons for the line item concerning introduction of temporary veterinary and sanitary measure.

In case of introduction by state member of temporary veterinary and sanitary measure other state members:

take the measures providing the proper level of protection of the state member which made the decision on introduction of temporary veterinary and sanitary measure;

send information to authorized bodies and the Commission on introduction of temporary veterinary and sanitary measure in the territory or about the taken measures providing the proper level of protection of the state member which made the decision on introduction of temporary veterinary and sanitary measure.

5. Authorized bodies and the Commission have the right to request the additional information about the entered temporary veterinary and sanitary measure. Such information is provided to authorized bodies and the Commission within 10 working days from the date of receipt of the specified request.

6. In case of change, cancellation of temporary veterinary and sanitary measure the authorized body of the state member which made the relevant decision without unreasonable delay informs on it authorized bodies of other state members no later than 1 working day from decision date about change, cancellation of temporary veterinary and sanitary measure, and also the Commission - no later than 3 working days from acceptance date of the relevant decision.

Authorized bodies of the state members which joined temporary veterinary and sanitary measure without unreasonable delay inform on it and on the held events (with indication of the basis of introduction, change, cancellation of temporary veterinary and sanitary measure and acceptance date of the relevant decision) authorized bodies of other state members no later than 1 working day from decision date about introduction, change, cancellation of temporary veterinary and sanitary measure, and also the Commission - no later than 3 working days from acceptance date of such decision.
