About measures for further enhancement of procedure for realization of medicines and products of medical appointment, licensing of pharmaceutical activities

The above requires implementation of qualitatively new system of licensing of retail sale of medicines and products of medical appointment, strengthening of legal mechanisms of consumer protection and control of observance of licensed requirements and conditions.

For the purpose of further increase in level of security of the population with available high-quality medicines and products of medical appointment, prevention and the prevention of the facts of violation of established procedure of pricing on them, enhancement of procedure for licensing of separate types of pharmaceutical activities:

1. Determine that since April 1, 2017 licensing of type of pharmaceutical activities - retail sale of medicines and products of medical appointment is performed by Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent.

2. Determine that:

in Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent the territorial commissions on issue of licenses for retail sale of medicines and products of medical appointment are formed (further - the territorial commissions);

working bodies of the territorial commissions are the Ministry of Health of the Republic of Karakalpakstan, territorial administrations of health care and Head department of health care of Tashkent.

3. To the Ministry of Health of the Republic of Uzbekistan together with Council of Ministers of the Republic of Karakalpakstan, khokimiyats of areas and Tashkent to perform necessary actions for the organization of work and coordination of activities of working bodies of the territorial commissions.

4. To provide to committee on development of the competition and consumer protection of the Republic of Uzbekistan and Department on fight against economic crimes under the Prosecutor General's Office of the Republic of Uzbekistan system control of observance of established procedure of state regulation of the prices by the retail organizations realizing medicines and products of medical appointment.

5. To the Cabinet of Ministers of the Republic of Uzbekistan till April 1, 2017 to approve:

Regulations on procedure for licensing of retail sale of medicines and products of medical appointment;

Regulations on the territorial commission on licensing of retail sale of medicines and products of medical appointment;

Standard structure of the territorial commission on licensing of retail sale of medicines and products of medical appointment.

6. Make changes and additions to some acts of the President of the Republic of Uzbekistan and the decision of the Government of the Republic of Uzbekistan according to appendix.

7. To the Ministry of Health of the Republic of Uzbekistan together with the State committee of the Republic of Uzbekistan on privatization, demonopolization and development of the competition, the interested ministries and departments in two weeks to make offers on modification and the amendments in the legislation following from this resolution.

8. To impose control of execution of this resolution on the Prime Minister of the Republic of Uzbekistan A. N. Aripov and the Attorney-General of the Republic of Uzbekistan I. B. Abdullaev.

Changes and additions made to some acts of the President of the Republic of Uzbekistan and the decision of the Government of the Republic of Uzbekistan

2. The rules of realization of medicines and products of medical appointment in pharmaceutical institutions of the republic approved by the resolution of the Cabinet of Ministers of August 6, 1994 No. 404, to add with Items 8-1 and 8-2 of the following content:

"8-1. Pharmaceutical institutions irrespective of departmental accessory and pattern of ownership shall place in a visible place the approved List of socially important medicines and products of medical appointment with fixed prices in the state and Russian languages, at least 12 in font size.

8-2. Together with medicine or product of medical appointment, along with the cash register receipt, the sales receipt in which the name of medicine or product of medical appointment with identification data are specified (the name, dosage, packing, quantity), these persons, performing its leave, date of leave and the price is issued to the buyer.
