1. Approve the Concept of life-long education in the Republic of Tajikistan for 2017-2023 and the Actions plan on implementation of the Concept of life-long education in the Republic of Tajikistan for 2017-2023 (appendices 1 and 2).

2. To the Ministry of Education and Science of the Republic of Tajikistan together with the ministries, departments, local executive bodies of the government, the organizations and organizations, irrespective of patterns of ownership, within the provided budgetary funds, special means, attraction of financial resources of private sector and at the expense of other means which are not contradicting the legislation of the Republic of Tajikistan to take necessary measures for the realization specified Concepts and to annually provide information on the course of its accomplishment in the Government of the Republic of Tajikistan.

It is known that achievement of level of economic and social development is the strategic reference point of social and economic development for the long-term and medium term corresponding to the status of the Republic of Tajikistan as the states, taking certain positions in world economy, ensuring homeland security and realization of constitutional rights of citizens.

3. System achievement of effective objective consists in transition of economy of the Republic of Tajikistan to innovative type of development. It will allow to expand sharply the potential of economy of the Republic of Tajikistan due to building-up of its comparative advantages in science, education and high technologies and on this basis to use new sources of economic growth and growth in prosperity. Forming of innovative economy means transformation of intelligence, creative potential of the person into the leading factor of economic growth and competitiveness, along with substantial increase of efficiency of use of natural resources and the production capital.
