About the State protocol

This Law establishes procedure of the international relations with foreign states, their governments and the international organizations on high and other levels.

Article 1. Concept of the State protocol

The state protocol is set of the commonly accepted rules and the rules taking into account the traditions respected in official relations of Turkmenistan with other states, their governments and the international organizations proceeding from national traditions and the international experience.

Article 2. Legal basis of the State protocol

The legal basis of the State protocol is constituted by the Constitution of Turkmenistan, this Law, other regulatory legal acts of Turkmenistan, and also the international agreements of Turkmenistan.

If the international treaty of Turkmenistan establishes other rules than provided by this Law, then rules of the international treaty are applied.

Article 3. Main objective and tasks of the State protocol

Main objective of the State protocol is providing the international relations of Turkmenistan on high and other levels.

The following tasks are assigned to the State protocol:

1) legal and organizational support of visits abroad President of Turkmenistan, government and parliamentary delegations of Turkmenistan, and also visits to Turkmenistan of Heads of States and Governments, parliamentary delegations of foreign states, heads of Foreign Ministries, heads of the international organizations and eminent political and public figures;

2) organization of signing of international treaties and other international documents of Turkmenistan, and also personal special president's letters of Turkmenistan;

3) preparation and organization of meetings and negotiations of the President of Turkmenistan with foreign state, government and parliamentary delegations, representatives of the international organizations, and also heads of the large foreign companies and business community;

4) preparation according to the decision of the President of Turkmenistan of the summits together with the ministries and departments of Turkmenistan;

5) organization of official correspondence and telephone conversations of the President of Turkmenistan;

6) organization of accreditation of heads of foreign diplomatic representations and heads of representative offices of the international organizations;

7) the organization of delivery by ambassadors extraordinary and plenipotentiary of foreign states accrediting and letters of recall to the President of Turkmenistan or according to its order to Hulk Maslakhata's Chairman of Turkmenistan;

8) coordination and the organization of joint operation with the ministries and departments of Turkmenistan of legal providing visits at the high level;

9) implementation of other tasks provided by regulatory legal acts of Turkmenistan.

Article 4. Implementation of the State protocol

The state protocol is performed by the relevant division of the Office of the President of Turkmenistan together with the Ministry of Foreign Affairs of Turkmenistan.

For implementation of the State protocol the relevant division of the Office of the President of Turkmenistan has the right:

1) to request and receive in accordance with the established procedure required materials from structural divisions of the Office of the President of Turkmenistan, the Cabinet of Ministers of Turkmenistan, the ministries and departments of Turkmenistan;

To use 2) state, including governmental, communication lines and communications;

3) to support working contacts with protocol services, Foreign Ministries of other countries, diplomatic representations and consular establishments of foreign states in Turkmenistan and representative offices of the international organizations.

Article 5. Visits of distinguished guests to Turkmenistan

Visits of distinguished guests to Turkmenistan are subdivided on state, official, working, visits in transit, unofficial, and also visits as the personal guest of the President of Turkmenistan.

The relevant division of the Office of the President of Turkmenistan at the request of the President of Turkmenistan together with the Ministry of Foreign Affairs of Turkmenistan provides holding visits to Turkmenistan of heads of states, the governments, the Secretary general of the United Nations, and also the eminent foreign state, political and public figures arriving to Turkmenistan by the invitation of the President of Turkmenistan.

Holding visits of heads of Foreign Ministries, government, parliamentary and other official delegations, including special representatives, ambassadors extraordinary and plenipotentiary of foreign states, and also heads of the international organizations, companies and business груп foreign states is provided with the Ministry of Foreign Affairs of Turkmenistan in case of coordination from the relevant division of the Office of the President of Turkmenistan.

The secretary general of the United Nations is accepted as the guest of the Government of Turkmenistan at the high level.

The relevant division of the Office of the President of Turkmenistan together with the Ministry of Foreign Affairs of Turkmenistan approves in accordance with the established procedure the program of visits, structure of delegation, ceremony of meetings and other actions.

Article 6. Hospitality events with participation of distinguished guests of Turkmenistan

The relevant division of the Office of the President of Turkmenistan according to the international practice together with the Ministry of Foreign Affairs of Turkmenistan develops hospitality events.

With participation of distinguished guests of Turkmenistan treat hospitality events:

1) formal meetings and farewell distinguished guests, formal reception, signing of joint interstate and intergovernmental documents;

2) holding meetings and negotiations of narrow and wide format;

3) signing of international treaties and documents;

4) press conferences;

5) holding formal receptions in honor of distinguished guests (breakfasts, lunches and dinners);

6) wreath-laying to memorable places of Turkmenistan.

The relevant division of the Office of the President of Turkmenistan will organize approval, preparation, transfer of texts of interstate, intergovernmental, interdepartmental and other international documents and their signing.

Article 7. Programs of visits of distinguished guests to Turkmenistan

Programs of visits of distinguished guests to Turkmenistan are developed at the request of the President of Turkmenistan by the relevant division of the Office of the President of Turkmenistan together with the Ministry of Foreign Affairs of Turkmenistan and include ceremonies, meetings and other hospitality events connected with stay of distinguished guests in Turkmenistan.

In case of development of the program are taken into account of wish of the distinguished guests arriving to Turkmenistan, arriving through diplomatic channels.
