About abolition of Federal Agency for Special Construction

For the purpose of enhancement of system of public administration I decide:

1. Abolish Federal Agency for Special Construction.

2. Transfer to the Ministry of Defence of the Russian Federation:

a) functions of the abolished Federal Agency for Special Construction;

b) the number of federal government civil servants of central office of the abolished Federal Agency for Special Construction in number of 200 units.

3. Transfer to the Armed Forces of the Russian Federation the number of staff of the military personnel and civil personnel of technical military forming and road-building military forming under the abolished Federal Agency for Special Construction.

4. Transfer the federal state budgetary institution "Management of Capital Construction No. 900 under Federal Agency for Special Construction" and the federal state unitary enterprises which are under authority of the abolished Federal Agency for Special Construction to the jurisdiction of the Ministry of Defence of the Russian Federation.

5. Determine that the Ministry of Defence of the Russian Federation is legal successor of the abolished Federal Agency for Special Construction, including according to the obligations which resulted from execution of judgments.

6. Finish holding the organizational and regular actions connected with implementation of this Decree till July 1, 2017.

7. To the government of the Russian Federation:

a) provide continuity of implementation of the functions of the abolished Federal Agency for Special Construction transferred to the Ministry of Defence of the Russian Federation;

b) provide in the terms established by the legislation of the Russian Federation holding liquidating procedures in connection with abolition of Federal Agency for Special Construction;

c) provide in accordance with the established procedure transfer to the Ministry of Defence of the Russian Federation of property, including immovable, assigned to the abolished Federal Agency for Special Construction;

d) in 3-month time:

bring the acts into accord with this Decree;

provide offers on reduction of acts of the President of the Russian Federation to compliance with this Decree;

e) till June 1, 2017 to introduce in the State Duma of Federal Assembly of the Russian Federation the federal law draft about entering into the Federal Laws of changes in connection with abolition of Federal Agency for Special Construction;

e) provide the solution of the organizational, financial, material and other matters connected with implementation of this Decree.

8. Ceased to be valid according to Item 13 of the Presidential decree of the Russian Federation of 15.05.2018 No. 215

9. This Decree becomes effective from the date of its signing.
