For the purpose of implementation of the subitem 7 of Item 1 of article 95 of the Agreement on the Eurasian Economic Union of May 29, 2014 and Item 16 of the Section VII of the actions plan on implementation of the Concept of the approved (coordinated) agro-industrial policy of state members of the Customs union and the Common economic space approved by the Decision of the Supreme Eurasian economic council of November 21, 2014 №94, Board of the Eurasian economic commission decided:

1. Approve the enclosed Requirements to subsystem of agro-industrial complex of state members of the Eurasian Economic Union within the integrated information system of the Eurasian Economic Union and the rule of interaction on its forming.

2. This Decision becomes effective after 30 calendar days from the date of its official publication.

Requirements to subsystem of agro-industrial complex of state members of the Eurasian Economic Union within the integrated information system of the Eurasian Economic Union and rules of interaction on its forming

I. General provisions

1. The subsystem of agro-industrial complex of state members of the Eurasian Economic Union within the integrated information system of the Eurasian Economic Union (further - subsystem) is intended for provision of information containing in the unified registers and general information resources reflecting current status and the forecast of development of agro-industrial complex according to the list of indicative indicators and indicators of supply-demand balances including the unified register of sorts of agricultural plants, resource of data on breeding animals and selection achievements in the field of breeding livestock production, resource of research and development, and also price informations, sensitive goods and the state support of agricultural industry of state members of the Eurasian Economic Union (further respectively - state members, the Union).

2. The subsystem is created taking into account the following documents:

The agreement on the Eurasian Economic Union of May 29, 2014;

The decision of the Supreme Eurasian economic council of November 21, 2014 №94 "About the actions plan on implementation of the Concept of the approved (coordinated) agro-industrial policy of state members of the Customs union and the Common economic space";

The decision of Council of the Eurasian economic commission of February 4, 2015 №2 "About the list of indicative indicators of development of agro-industrial complex of state members of the Eurasian Economic Union";

The decision of Council of the Eurasian economic commission of February 12, 2016 №15 "About the nomenclature of agricultural products and products of the food industry made in state members of the Eurasian Economic Union concerning which the Eurasian economic commission performs price monitoring and competitiveness analysis";

The decision of Council of the Eurasian economic commission of February 12, 2016 № 66 "About the list of sensitive agricultural goods concerning which state members of the Eurasian Economic Union perform mutual provision of plans (programs) of development of production, and realization of Item 2 of article 95 of the Agreement on the Eurasian Economic Union of May 29, 2014";

the order of Board of the Eurasian economic commission of September 6, 2016 №134 "About Methodology of calculation of composite balance estimations of the demand and supply of state members of the Eurasian Economic Union for agricultural products, food, flax fiber, rawhide, cotton fiber and wool";

other acts incoming the right of the Union concerning realization of the approved (coordinated) agro-industrial policy.

3. For the purposes of this document concepts which mean the following are used:

"national component" - information system (set of information systems) of authorized bodies of state member providing realization of functions of subsystem within national segment of state member of the integrated information system of the Union;

"integration component" - the set of subsystems of the integrated information system of the Union providing realization of functions of subsystem within integration segment of the Eurasian economic commission of the integrated information system of the Union.

Other concepts are applied hereunder in the values defined by the Agreement on the Eurasian Economic Union of May 29, 2014.

II. Requirements to structure of subsystem

4. The subsystem represents set of the interacting national components on number of state members and integration component.

5. National components shall conform to the requirements established by the this document and be developed on the basis of separate specifications.

State members can determine earlier developed information systems conforming to the requirements established by the this document as national component.

6. Designing, development and operation of national component are performed by authorized body or authorized organization of state member according to the legislation of state member.

The structure of national component and function of its subsystems are determined by state members taking into account the practice of functioning of information systems and availability of the corresponding regulatory framework which developed in state members.

7. As a part of national components the information resources providing exchange of data for the solution of tasks of the approved (coordinated) agro-industrial policy shall be created.

8. Functions of integration component are implemented by means of the following subsystems of the integrated information system of the Union (further - the integrated system):

a) subsystem of maintaining normative reference information, registers and registers;

b) subsystem of management of general processes;

c) information and analytical subsystem;

d) official site of the Union;

e) integration platform.

III. Rules of interaction when forming subsystem

9. Information exchange of information systems of national component among themselves and with other information systems shall be performed in electronic form with use of means of the system of interdepartmental interaction applied in state member according to the legislation of state member.
