1. Approve "Payment procedure of single monthly allowance for displaced persons and persons equated to them instead of benefit for expenses on food, and also payments from the government budget for municipal and other services" it (is applied).

This Procedure is prepared for the purpose of ensuring execution of Item 2.1 of the Presidential decree of the Azerbaijan Republic "About establishment of single monthly allowance for displaced persons and persons equated to them" of January 23, 2017 No. 1206 and establishes payment procedure of single monthly allowance for displaced persons and persons equated to them (further - monthly allowance) instead of benefit for expenses on food, and also payments from the government budget for municipal and other services

1. The monthly allowance is issued to the following persons with the status of the displaced person:

1.1. to persons registered at the place of residence in the area, the territory which is under occupation, living in the territory of the republic and having the status of "displaced person" (except for persons specified regarding the 2nd present of the Procedure);

1.2. to children at whom both parents have the status of "displaced person";

1.3. to the children who lost one or both parents having the status of "displaced person", in case of annulment of marriage between the specified parents, being on care at one of them, or deprived of care of the specified parents (on behalf of the specified children only the parent on whose care they are their guardians or custodians can act);

1.4. to the women who married (having married or without marriage) for the resident of the area (displaced person) whose territory is occupied before emergence of cases of forced resettlement, having children, however not acted from registration from the previous residence in case of occupation, and further registered at the place of residence of the husband in the area which territory is occupied.

2. The monthly allowance does not extend to persons with the status of the displaced person:

2.1. displaced persons, and members living together with them families which acquired, then sold, presented the specified residential site according to the housing legislation or the civil transaction housing after formation by displaced persons except for of families of Heroes of Patriotic war of the Azerbaijan Republic, National heroes of Azerbaijan, families of shekhid, to disabled people of the Karabakh war of the I group, persons which are constantly registered to the address of temporary residence in connection with office work and the members of their family living together with them);

2.2. displaced persons, and members of their families which after formation by displaced persons were removed from registration at the place of residence in the area (city) which territory is occupied and were registered at the place of residence in other area (city) which territory is not occupied except for families of Heroes of Patriotic war of the Azerbaijan Republic, National heroes of Azerbaijan, families of shekhid, to disabled people of the Karabakh war of the I group, persons which are constantly registered to the address of temporary residence in connection with office work and the members of their family living together with them);

2.3. the women who married (having married or without marriage) for the resident of the area (displaced person) whose territory was not occupied before emergence of the cases of forced resettlement having the children who however did not act from registration from the previous residence in the area (city) which territory is occupied, and their children;

2.4. the women who married person (having married or without marriage), and also the women further divorced without the status of the displaced person after formation by the displaced person;

2.5. the women without the status of "displaced person" who married person with the status of "displaced person" (having married or without marriage);

2.6. children, one of parents of which has no status of "displaced person";

2.7. the persons with the status of "displaced person" which deviated mobilization and deserting;

2.8. the displaced persons with the status of "displaced person" who are in other country more than 182 days within calendar year;

2.9. the displaced persons with the status of "displaced person" who temporarily left to other country and returned till 182 days of calendar year (after return of the displaced person who temporarily left to other country it is necessary to address officially in the district executive authority in connection with recovery of monthly benefit);
