About approval of Rules of cabins of the wood in the Republic of Belarus

Based on subitem 1.15 of Item 1 of Article 12 of the Forest code of the Republic of Belarus the Ministry of forestry of the Republic of Belarus DECIDES:

1. Approve Rules of cabins of the wood in the Republic of Belarus (are applied).

2. The forest management projects approved in accordance with the established procedure till December 31, 2016 are effective before the termination of term of their action. At the same time the specified forest management projects shall be brought into accord with the Forest code of the Republic of Belarus till December 31, 2020.

Before reduction in compliance with the Forest code of the Republic of Belarus of the forest management projects specified in part one of this Item, the categories of zashchitnost of the woods specified in these projects for the purposes of appendix 2 to the Rules of cabins of the wood in the Republic of Belarus approved by this resolution it is necessary to understand in the following values:

the woods of reserves, the woods of national parks, the woods of wildlife areas of republican value, the wood of nature sanctuaries of republican value, the wood of genetic wildlife reserves, scientific and historical and cultural value, the antierosion woods - the nature protection woods;

the city woods, the woods of forest-park parts of green zones around the cities and other settlements, the wood of the first and second zones of districts of sanitary protection of resorts, the wood of the third zone of districts of sanitary protection of resorts, especially protective sites of the wood - the recreational and improving woods;

the woods of the first and second belts of zones of sanitary protection of sources of water supply, protective strips of the woods along rail lines up to 500 meters wide in each party from axis of extreme railway track, protective strips of the woods along republican highways up to 250 meters wide in both parties from road axis, forbidden strips of the woods on coast of the rivers, lakes, water storage basins and other water objects - the protective woods;

the woods of forestry and landscape parts of green zones around the cities and other settlements - the operational woods.

3. This resolution becomes effective since December 31, 2016.

Rules of cabins of the wood in the Republic of Belarus

Chapter 1. General provisions

1. These rules determine procedure for cabins of the wood.

2. Requirements of these rules are obligatory for all legal entities conducting forestry and also for the forest users performing the cabin of the wood in forest fund of the Republic of Belarus.

3. Technical lesovodstvenny requirements on carrying out cabins of the wood are established by the technical regulatory legal act approved by republican state body on forestry in coordination with republican state body on natural resources and environmental protection.

4. In these rules the following terms and determinations are applied:

auxiliary trees - the trees promoting growth and improvement of quality of the best trees, clarification of the best trees from boughs, to forming of their trunks and kroner;

the group and gradual cabin - the gradual cabin of the main use in case of which the forest stand is cut down by groups in stages during two classes of age;

the long and gradual cabin - the gradual cabin of the main use which is carried out in uneven-aged forest stands in two steps with leaving on the second acceptance of the trees which did not reach age of ripeness to the first acceptance of the cabin;

the voluntary and selective cabin - the selective cabin of the main use which is carried out in uneven-aged forest stands in case of which on cutting area trees, undesirable, overmatured, ripe with the slowed-down growth, are cut down;

site class class - the indicator of productivity of forest planting determined by the average height of trees of the main breed, their age and depending on forest vegetation conditions and impact of the person on the wood;

the best trees - the healthy trees of mainly main breed having straight lines, cleared of the lower boughs full-wood trunks, regularly created kroner, and also trees which on the condition and qualitative indexes most fully answer the economic purposes;

undesirable trees - the trees which are negatively influencing growth and forming of the best and auxiliary trees, including dead standing, windfall, snegolomny, damaged, bent, polyconic, silnosbezhisty, dying off, trees with availability of damages of trunk (grew dull, cracks, mechanical damages, etc.) and other similar trees of any tree species;

clarification - the cabin of care of the woods which is carried out for improvement of pedigree structure and growth of trees of the main breed;

cleaning of cutting areas of felling remaining balance - final transaction of felling works on removal of felling remaining balance from cutting area or to their reduction in the condition providing conditions for reforestation, the prevention of the fires and development of diseases of the wood, distribution of wreckers of the wood;

the underbrush - bushes, is more rare the tree species growing under canopy of the wood and not capable to create forest stand in these conditions;

undergrowth - the wood plants of natural origin growing under canopy of the wood and capable to form forest stand which height does not exceed 25 percent of height of trees of the main bed curtains;

completeness of forest planting - the degree of density of placement of trees in forest stand characterizing share of use by them of the occupied space, determined according to the technical regulatory legal act approved by republican state body on forestry;

the band and gradual cabin - the gradual cabin of the main use in case of which the forest stand is cut down vsploshny cherespolosno in two-three acceptances with simultaneous uniform thinning of forest stand on the left wood strips during one class of age;

felling remaining balance - the wood remaining balance consisting of boughs, branches, needles, leaves, tops of trees, stubs, roots, parts of trunks;

simple forest planting - the forest planting consisting of one tier;

the cabin through passage - the cabin of care of the woods which is carried out for the purpose of creating favorable conditions for increase in surplus of the best trees;

clearing - the cabin of care of the woods which is carried out for improvement of conditions of growth and regulation of placement of trees of the main breed on the site of forest fund;

uneven-aged forest planting - the forest planting having in structure tree species average age of which differs within the standard rates established by the technical regulatory legal act approved by republican state body on forestry;

the regular gradual cabin - the gradual cabin of the main use in case of which the forest stand is cut down in two, three or four acceptances by its consecutive uniform thinning during one class of age;

seed tree - the tree left on cutting down for reforestation;
