1. Approve Regulations on the specialized communication service and notifications of civil protection which is applied.

2. To department of forming of policy for authorities under control to the Minister and monitoring of the Ministry of Internal Affairs of Ukraine (Bodnar V. E.) provide submission of this order on state registration in the Ministry of Justice of Ukraine in accordance with the established procedure.

3. This order becomes effective from the date of its official publication.

4. To impose control of execution of this order on the Chairman of Public service of Ukraine on emergency situations Chechetkin N. Regulations on the specialized communication service and notifications of civil protection

I. General provisions

1. This Provision determines the main objectives, procedure for education and structure of the specialized communication service and the notification of civil protection (further the specialized service), the organizations of management of it and its functioning.

2. The specialized service is component of forces of civil protection of single state system of civil protection, GSChS together with Administration of Gosspetssvyaz, Goskomteleradio is formed and provides accomplishment of the tasks assigned to it, the organization of carrying out special works and actions for civil protection.

3. The specialized service in the activities is guided by the Constitution of Ukraine, the laws of Ukraine, presidential decrees of Ukraine and resolutions of the Verkhovna Rada of Ukraine adopted according to the Constitution and the laws of Ukraine, acts of the Cabinet of Ministers of Ukraine, other acts of the legislation of Ukraine.

II. Main objectives and functioning of specialized service

1. The specialized service is formed by GSChS, Gosspetssvyaz and Goskomteleradio for the organization and providing with reliable communication central and local executive bodies, governing bodies and forces of civil protection, the organization and accomplishment of actions for maintenance in readiness of the automated systems of the centralized notification about threat or emergence of emergency situations, ensuring informing the population on threat of origin or emergence of emergency situations. According to industry orientation of activities of specialized service are assigned on:

1) GSCHS:

the organization and providing with reliable communication governing bodies and forces of Operational rescue service of civil protection in the conditions of threat of origin and emergence of emergency situations;

control of the organization and accomplishment of actions for maintenance in readiness of the automated systems of the centralized notification about threat or emergence of emergency situations for the notification central and local executive bodies, governing bodies and forces of civil protection in peace time and during the special period;

2) Gosspetssvyaz:

the organization and implementation within competence of measures for providing with reliable communication central and local executive bodies, governing bodies and forces of civil protection, including with use of the state system of government communication and National system of confidential communication, in the conditions of threat of origin and emergence of emergency situations;

the organization and implementation within competence of measures for maintenance of readiness of the automated systems of the centralized notification about threat or emergence of emergency situations;

the decision within competence of questions on ensuring readiness of functioning of electronic communication networks public in the conditions of emergency situations in peace time and during the special period;

3) Goskomteleradio:

implementation of measures concerning readiness of "National Public Broadcasting Company of Ukraine" joint-stock company for implementation of timely and reliable informing the population on threat of origin or emergence of emergency situations;

informing the population on threat of origin or emergence of emergency situations through "National Public Broadcasting Company of Ukraine" joint-stock company, the state and public broadcasting companies, municipal, public and other teleradio organizations, irrespective of pattern of ownership, with use of their television networks and networks of radio broadcasting (with support of information sign language and/or subtitling, if it voice, and audio commenting, if it visual).
