1. Approve Regulations on access to the transferring networks of natural gas and management of overloads it (is applied).
2. To impose control of application of the approved Resolution on departments of the National agency on regulation in power.

1. The regulations on access to the transferring networks of natural gas and management of overloads (further - the Provision) establish:
a) the general principles and conditions of access to the transferring networks of natural gas;
b) tools and procedures for management of overloads;
c) functions and responsibility of participants of these transactions;
d) regulations which will lead to exception of discrimination behavior and practice from operators and will provide availability, transparency, reliability, uninterruptedness and quality;
e) the measures designed to guarantee safety of supply with natural gas;
f) questions of ensuring compliance with the rights of consumers.
2. The provision is applied to all users of system, including to the legal relationship connected with cross-border exchange of natural gas.
3. Regulations of allocation of capacity and management of overloads are applied to each of points of input and output of the transferring network of natural gas.
4. In sense of this provision the following concepts are determined:
gas year – period of time since first gas days of January of the current year and till first gas days of January of the next year;
the purchase agreement of natural gas on balancing – the agreement between the party responsible for balancing, and the supplier of natural gas signed for ensuring needs for natural gas in case of imbalance in the transferring network of natural gas;
gas month - period of time since first gas days of current month and till first gas days of the next month;
