About approval "Regulations on the Litsenzii I Razresheniya portal

Being guided by Item 32 of article 109 of the Constitution of the Azerbaijan Republic I decide:

1. Approve "The regulations on the Litsenzii I Razresheniya portal (are applied).

2. The operator of the Litsenzii I Razresheniya portal (further - the portal) to establish the Ministry of Economics of the Azerbaijan Republic.

3. To the Cabinet of Ministers of the Azerbaijan Republic:

3.1. in three-months time:

3.1.1. prepare and provide to the President of the Azerbaijan Republic offers on reduction of acts of the President of the Azerbaijan Republic to compliance with this Decree;

3.1.2. provide reduction of regulatory legal acts of the Cabinet of Ministers of the Azerbaijan Republic in compliance with this Decree and inform on it the President of the Azerbaijan Republic;

3.1.3. approve the schedule in which the established deadlines for ensuring implementation by the bodies granting licenses or permissions, licensing or permissions, or its duplicate and amendment, renewal, suspension, recovery or cancellation by means of the portal are specified;

3.1.4. approve the list of the information systems which are subject to integration in the portal, and the schedule in which the established deadlines for integration of the specified information systems into the portal are specified;

3.1.5. approve technical requirements for integration of information systems into the portal;

3.2. check reduction of regulatory legal acts of the central executive bodies in compliance with this Decree and in five-months time to inform the President of the Azerbaijan Republic on execution;

3.3. resolve other issues following from this Decree.

4. To the Ministry of Economics of the Azerbaijan Republic:

4.1. take necessary measures for providing the organization of action, content and effective use of the portal;

4.2. to submit within two-month term within the Cabinet of Ministers of the Azerbaijan Republic the offers connected with financing of maintenance costs of the portal at the expense of means of the government budget;

4.3. Together with Special service of the state protection of the Azerbaijan Republic to take the measures necessary for safety of the portal.

5. To the bodies granting licenses or permissions, and also participating in exchange of information on the portal by means of the information systems belonging to them:

5.1. provide implementation of licensing or permission, or its duplicate and amendment, renewal, suspension, recovery or cancellation by means of the portal in the terms established in the schedule provided by subitem 3.1.3 of this Decree;

5.2. provide integration of information systems into the portal into the terms provided by subitem 3.1.4 of this Decree and according to the technical requirements provided by subitem 3.1.5 of this Decree and informing the Cabinet of Ministers of the Azerbaijan Republic on result of the done work.

6. To provide to the Ministry of Justice of the Azerbaijan Republic reduction of regulatory legal acts and acts of normative nature of the central executive bodies in compliance with this Decree and to inform on it the Cabinet of Ministers of the Azerbaijan Republic.

Regulations on the Litsenzii I Razresheniya portal

1. General provisions

1.1. "The regulations on the Litsenzii I Razresheniya portal (further - the Provision) are prepared according to article 9.2 of the Law of the Azerbaijan Republic "About licenses and permissions" (further - the Law) and establish legal, organizational and technological basis of functioning of the Litsenzii I Razresheniya portal (further - the portal).

1.2. The portal provides submission of the addresses connected with issue of the licenses or permissions required for implementation of business activity, its duplicate and amendment, renewal, suspension, recovery or cancellation (further - licensing or permissions), processing of addresses, provision of answers to them, maintaining in electronic procedure for the unified register of licenses and permissions (further - the register), free use of the portal of users and participants, receipt of information from the information systems integrated into it (except for to information which receipt is limited by the law), and rendering other services provided by this Provision.

1.3. The concepts used in this Provision have the following values:

1.3.1. operator - the Ministry of Economics of the Azerbaijan Republic;

1.3.2. the participant - the body granting the license or permission, and also participating in exchange of information on the portal by means of the information system belonging to it;

1.3.3. the user - the legal entity, regardless of organizational legal form, branch and representation of the foreign legal entity, the business owner, and also the physical person who is not engaged in business activity using services represented by the portal;

2.0.2. usability - ensuring convenient use of the portal and exchange of information by users and participants without carrying out additional transactions;

2.0.3. efficiency - optimization of giving and acceptance of addresses, time required for provision of answers to them and financial expenses and also improvement of quality of interrelation between users and participants, the services rendered to users;

2.0.4. efficiency - implementation of giving and acceptance of addresses, provisions of answers to them, sendings results, obtaining and exchange of information in real time;

2.0.5. coordination - coordination of information systems of participants and ensuring mutual integration;
