1. General provisions

This Procedure is developed according to article 17 of the Law of the Republic of Tajikistan "About the national social insurance" and determines procedure and the size of expenditure of the funds of the national social insurance allocated for sanatorium treatment, the organization of rest of workers and members of their families and improving and preventive actions at the companies, the organizations and organizations irrespective of patterns of ownership (further - the companies).

The regulation of expenditure of funds of the national social insurance for sanatorium treatment, the organization of rest of workers and members of their families and improving and preventive actions at the companies, is established in the amount of 1,4 of percent of the means of the social tax determined in the amount of 25 percent in the Tax code of the Republic of Tajikistan which are actually paid to authorized state body on the national social insurance.

3. For expenditure of means, the stipulated in Item 2 presents of the Procedure, the company keep separate account.

4. At the expense of means of the national social insurance at the companies the following events are made:

- acquisition of permits for workers in sanatoria, resorts, rest houses and ozdorovitelno - preventive organizations;

- acquisition of permits to summer nurseries of the camp for children of workers.

5. Means of the national social insurance, raskhodovanny at the companies for the organization of sanatorium treatment, rest of workers and members their family and ozdorovitelno - preventive actions are considered as actually arrived in state body on the national social insurance.

3. Acquisition and distribution of permits at the companies in sanatoria, resorts, rest houses and summer nurseries of the camp

The trade-union committee or the relevant representative body of employees of the company at the beginning of every year, proceeding from the number of workers and members of their families, constitutes the annual plan broken on quarters on acquisition and distribution of permits in sanatoria, resorts, rest houses and summer nurseries of the camp.

11. Permits in sanatoria, resorts, rest houses, summer nurseries of the camp and ozdorovitelno - preventive organizations are issued to workers based on the statements provided by them, with appendix of the conclusion of authorized medical institution, trade-union committee or the relevant representative body of employees of the company with payment of 70 percent of their cost at the expense of means of the national social insurance of the company and 30 percent every two years - at the expense of workers, with observance of priority.

12. Permits in sanatoria, resorts and rest houses to workers are issued for the term of no more than 12 days, and the permit to summer nurseries of the camp to children of workers aged from 7 up to 14 years for the term of no more than 15 days.

13. Permits in sanatoria, resorts, rest houses, summer nurseries of the camp and ozdorovitelno - preventive organizations are acquired by trade-union committee or the relevant representative body of employees of the company in authorized body for their distribution in the procedure established by the legislation.

14. In case of shortage at the company of funds of the national social insurance for acquisition of permits in sanatoria, resorts, rest houses, summer nurseries of the camp and ozdorovitelnoprofilaktichesky organizations, its cost it can be partially paid by workers, by introduction of the missing amount (no more than 50 percent) it is direct in authorized body at which they are acquired. Other amount of cost of the permit is paid for the account of means of the national social insurance of the company.
